Off the Books
Playing to old anxieties about an insurgency that ended more than three decades ago, Malaysia’s government has moved to suppress two books on the history of a communist guerrilla movement.

The Center for Advanced Studies and Research, or CASR, is a Malaysian organization launched in June 2025 that characterizes itself as a non-partisan think tank “committed to advancing rigorous research, policy innovation, and strategic advisory to address Malaysia’s most pressing challenges.” Its website publishes English and Chinese-language commentary on Malaysian electoral politics, including the 2026 Johor state election, and on regional affairs. On July 30, 2026, CASR and the Western China International Communication Organization (西部國際傳播中心), or WCICO, a Chongqing body for state-led external propaganda, launched a Kuala Lumpur bureau of WCICO’s Bridging News (陸海財經) brand. At the same event they released a joint report on Chongqing-Malaysia cooperation in ASEAN markets. A September 15, 2026, CASR commentary promoting western China’s development as a model for the Global South linked repeatedly to iChongqing, WCICO’s English-language platform. CASR’s website was registered in January 2025 to a private limited company in Selangor state, the Center for Advanced Studies and Research Sdn. Bhd.
