2024 China-Latin America Civilization Dialogue Held in Lima

On November 6, 2024, the 2024 China–Latin America Civilizational Dialogue was held in Lima, Peru, and was organized by China International Communications Group (CICG, 中国国际传播集团), a state-controlled media organization. Xinhua reported that the forum drew more than 150 officials, scholars, media representatives, and business figures from China as well as more than 10 Latin American countries. The theme of the event was “Civilizational Heritage and Modern Development,” framing that drew on the Chinese Communist Party’s most recent re-formulation of its legitimacy at home and abroad around the notion that China has created a “new form of human civilization” that offers a model for the world. CICG editor-in-chief Gao Anming (高安明) used his keynote speech to push China’s South-South cooperation messaging, casting China and Latin American nations as fellow “members of the Global South” who “share similar development goals and philosophies.” The forum launched an “Academic Partnership Network for Global Civilization Dialogue,” proposed by the CICG-affiliated Academy of Contemporary China and World Studies (當代中國與世界研究院) alongside 53 institutions including the Latin American Faculty of Social Sciences (FLACSO), as well as English and Spanish editions of Six Perspectives of Chinese Modernization (中國式現代化六觀), published by the government-run Chongqing Publishing Group (重慶出版集團). The forum was guided by China’s State Council Information Office (國務院新聞辦公室), Peru’s Ministry of Culture, and the Latin American and Caribbean Parliament (Parlatino), and co-organized by CICG and FLACSO. The event falls under Xi Jinping’s Global Civilization Initiative, which promotes a concept of “civilizational diversity” that implicitly challenges universal values by asserting that different political systems can define their own standards, with state rights taking precedence over individual rights. 

Russian Cultural Center Visits with Junior Journalists from Home and Abroad News Agency

On February 3, 2026, a delegation of junior journalists organized by Home and Abroad News Press visited the Russian Cultural Center in Beijing (北京俄罗斯文化中心) to interview director Tatiana Urzhumtseva, the Russian embassy counselor also serving as head of the local representative office of Rossotrudnichestvo — an autonomous Russian federal government agency under the jurisdiction of the Ministry of Foreign Affairs, primarily responsible for administering civilian foreign aid and cultural exchange. Rossotrudnichestvo was sanctioned by the European Union in 2022. Urzhumtseva called on young people to transform “national narratives” into “life narratives and shared memories” to carry forward bilateral “friendship” (友谊) — a term used in both CCP and Russian state discourse to frame cultivated media and people-to-people ties as expressions of strategic alignment. The event included performances by junior journalists. Home and Abroad News Press president Wei Yan (韦燕) attended and accepted a commemorative book on behalf of the delegation.

Russian Cultural Center Hosts Chinese Journalists in Beijing

On February 6, 2026, the Russian Cultural Center in Beijing (北京俄羅斯文化中心) held a New Year media exchange event, at which center director Tatiana Urzhumtseva (吴丹娜), a Russian embassy counselor, presented certificates of appreciation to Chinese media outlets including Xinhua News Agency, People’s Daily Overseas Edition, Global Times Online, China Youth Daily, China.com, Sina, and the Hong Kong-based Zhongwai News Agency (中外新闻社), an official news service launched by the Hong Kong SAR government in 2001 with a bureau in Beijing. Urzhumtseva stated that in 2025 the center held over 300 events with more than 150,000 participants, co-published more than 9,000 content items with media partners, and reached over 22 million people online. She noted that 2026 marks the launch of the “China-Russia Education Year” (中俄教育年).

CMG Hosts Exchange Event in Munich

On October 11, 2024, the China Media Group (中央廣播電視總台) hosted a cultural exchange event in Germany to celebrate the 52nd anniversary of China-Germany diplomatic relations and the 10th anniversary of the establishment of the all-round strategic partnership, which was announced in March 2014. The event took place in Munich, where, according to media reports, approximately 100 attendees from various sectors, including CMG’s vice president, representatives from the Chinese Embassy, and officials from the Bavarian State Ministry of Economic Affairs, Energy and Technology, were in attendance. During the event, the German Vogel Communications Group signed a Memorandum of Understanding with CMG Europe, which, according to Vogel’s announcement, would include journalist exchange programs to China. The event also highlighted CMG’s cooperation with German broadcaster ZDF on documentary co-productions. 

China and Uganda Launch Audiovisual Initiative

The Beijing Municipal Radio and Television Bureau (北京市廣播電視局), under the local city leadership of the CCP, and Uganda’s Vision Group jointly hosted the “Love Beijing Night” cultural exchange event in Kampala on June 27, 2025. Also launched at the event was a new program for the distribution of Chinese television dramas called “2025 ‘LOVE Beijing’ Audiovisual Arts International Communication Initiative Africa” (2025年’LOVE北京’視聽文藝國際傳播行動·非洲). Under the terms of the project, Vision Group will broadcast a series of Chinese television dramas, including Six Sisters (六姊妹), a family drama, alongside TV shows such as Minning Town (山海情), a series about a community in China’s arid northwest that promotes the Party’s anti-poverty campaign. Chinese state media reported that the programming aimed to “deepen China-Africa audiovisual cooperation” (深化中非視聽合作). The initiative also established dedicated audiovisual content zones on the African mobile app Scooper News, featuring an English-language “Beijing Broadcasting Service Package” that runs documentaries and short videos. Vision Group CEO said that  the programming would “open a window for Ugandan audiences to see China,” while Chinese officials emphasized the shows demonstrate Chinese “family and national sentiments” to African viewers.

Yunnan Hosts China-Cambodia Mid-Autumn Gala

China and Cambodia held a Mid-Autumn Festival cultural gala on September 28, 2025, in Phnom Penh, featuring performances by artists from both countries. The event, drawing on Chinese Communist Party frame of “friendship” (友谊), was titled “Colorful Clouds Chasing the Moon: Deep Neighborly Affection.” It was organized by Cambodia’s Ministry of Information, Ministry of Tourism, China’s embassy in Cambodia, and Yunnan province’s propaganda office (中共雲南省委宣傳部), as part of the China-Cambodia Tourism Year. Chinese performers presented classical dance works a Yunnan Yi ethnic dance called “Stepping on Clouds,” while Cambodian artists performed traditional pieces such as the “Apsara Dance” and a selection from the historical drama “Zhou Daguan Meets Zhenla” (周达观遇见真腊) called titled “Moon Over Angkor.” Zhou Daguan was a Chinese official during the Mongol-led Yuan dynasty who visited the kingdom of Angkor in the 13th century and stayed for a time at the court of King Indrvarman III. Zhou is often cited in Chinese official accounts as an early example of “friendly” foreign relations with Cambodia and Southeast Asia more broadly. The involvement of the Yunnan provincial propaganda office in the event underscored the province’s continued role as a platform for China’s cultural and economic engagement in Southeast Asia.

Yunnan Hosts China-Vietnam Moon Festival Gala

China and Vietnam held a Mid-Autumn Festival cultural gala on September 25, 2025, at the Vietnam National Opera and Ballet Theatre in Hanoi, featuring performances by artists from both countries. The event, titled “Colorful Clouds Chasing the Moon: Deep Neighborly Affection” — emphasizing longstanding Communist Party notions of “friendship” — was organized by China’s embassy in Vietnam, Vietnam’s Ministry of Culture, Sports and Tourism, and Yunnan province’s propaganda office (中共雲南省委宣傳部), marking the 75th anniversary of diplomatic relations between the two countries. Vietnamese performers presented traditional pieces while Chinese artists performed works featuring traditional instruments alongside dance and tai chi. The event highlighted Yunnan’s role as a key platform in China’s regional engagement strategy toward Southeast Asia.

Daily Star Joins PRC Poverty Reduction Symposium

On April 6, 2010, Mahfuz Anam, editor and publisher of Bangladesh’s Daily Star newspaper, participated in a symposium at the International Poverty Reduction Center in China (中國國際扶貧中心), where he discussed China-Bangladesh cooperation and shared insights on his country’s development experience. The International Poverty Reduction Center was established jointly by the Chinese government, United Nations Development Programme and other international organizations in May 2005, and operates as a direct subsidiary of what was then China’s State Council Leading Group Office of Poverty Alleviation and Development, now reorganized under the Ministry of Agriculture and Rural Affairs. During the session, moderated by Chief Technical Advisor Salehuddin Ahmed, Anam highlighted Bangladesh’s progress in areas including democracy building, economic growth, and women’s rights, while discussing China’s role in regional infrastructure and poverty reduction cooperation. Anam, who continues to serve as editor of Bangladesh’s largest English-language newspaper and previously worked for UNESCO as a media expert, emphasized what he described as China’s commitment to peaceful development and suggested increased Chinese participation in South Asian regional forums. The Daily Star, founded in 1991 during Bangladesh’s return to democracy, has gained recognition as an influential English-language publication in the country.

CUC Hosts China-India Youth Roundtable

A China-India Youth Roundtable commemorating 75 years of diplomatic relations was held at Communication University of China (中國傳媒大學) on March 26, 2025, organized by the All-China Youth Federation (中華全國青年聯合會). The event, themed “Youth Working Together to Build a Healthy China-India Partnership” (青年携手共筑健康发展的中印伙伴关系), brought together approximately 70 participants, including Indian youth leaders and Chinese academics. CUC Vice President Yang Yi (楊懿) claimed the university has “pioneered” Indian language programs since the 1960s, with graduates becoming “cultural ambassadors” (文化使者). All-China Youth Federation Deputy Secretary-General Dong Xia (董霞) said the “dragon-elephant dance” (龍象共舞) between these major Global South nations would “inject momentum” into regional stability. Indian delegation leader Anuja Yadav stated both populous nations carry a “historic mission” to shape 21st-century global leadership through friendship and cooperation.
