Chinese Embassy Donates Equipment to Philippine Media

On February 13, 2019, the Chinese Embassy in Manila donated smartphones, computers, teleprompters, and video cameras to the Presidential Broadcasting Service (PBS) and the Philippine News Agency (PNA), both outlets of the Philippine government under the supervision of the News and Information Bureau (NIB). The handover ceremony, held at the Government Media Center, was attended by the Presidential Communications Secretary, the director of PBS, and the executive editor of PNA. The Chinese ambassador, Zhao Jianhua (赵鉴华), emphasized communication’s vital role in cementing “friendship” between the two nations, resorting to a common CCP foreign relations frame that implies accommodation of China’s core interests. Zhao praised the PCOO under Secretary Andanar for promoting bilateral relations and delivering friendly messages to both Filipino and Chinese audiences. He expressed willingness to help improve PCOO facilities as an appreciation for their work. The donation is an example of China’s broader overseas media strategy of providing technical equipment and resources to local news organizations as a means of building relationships and influence.

CMG Donates Media Equipment to Antigua Broadcasting Service

On May 29, 2024, the China Media Group (中央廣播電視總台) donated digital video cameras and broadcasting equipment to the Antigua Broadcasting Service (ABS), the state-controlled broadcaster of Antigua and Barbuda. The formal handover ceremony in Saint John’s was attended by Antigua’s ministers and the Chinese Ambassador. The Ambassador said the donation would “greatly promote media cooperation between the two countries” and improve reporting capabilities — employing a standard CCP foreign relations frame that emphasizes bilateral “cooperation” as a vehicle for deepening ties and influence. The donation, however, raised concerns over possible Chinese manipulation.

Chinese Embassy Donates Media Equipment to Island Sun

On August 27, 2021, the Chinese Embassy in Honiara, the capital city of the Solomon Islands, donated computers to the Island Sun newspaper in a ceremony where the Deputy Head of Mission personally presented the equipment to the publication’s owner. Embassy officials framed the donation as part of their commitment to supporting local media during difficult times, specifically citing challenges posed by the COVID-19 pandemic. The newspaper’s leadership welcomed what they described as a “timely donation” and expressed interest in strengthening future collaboration with the Embassy. The donation is an example of China’s broader overseas media strategy of providing technical equipment and resources to local news organizations as a means of building relationships and influence.

Xinhua Donates News Production Equipment to Lao Chinese Chamber of Commerce

Xinhua News Agency (新華通訊社) and the Lao Chinese Chamber of Commerce (老撾中華總商會) held a media equipment donation ceremony at the Lao Ministry of Information, Culture, and Tourism on October 10, 2024. According to the original Chinese source, officials stated the donation was part of implementing outcomes from the second “Belt and Road Laos-China Cooperation Forum” (一帶一路老中合作論壇), which was held in December 2023. Xinhua Asia-Pacific Deputy Director Zhang Chongfang (張崇防) and Laos’ Deputy Minister of Information Phosy Chommaly attended the October ceremony. The deputy minister said the equipment would be “properly allocated” and noted that some equipment had already been deployed to support ASEAN summit coverage, claiming it would “promote media exchanges and cooperation” between the two countries. The forum framework was jointly organized by Laos’ Ministry of Information, Culture and Tourism, Xinhua News Agency, and the Lao Chinese Chamber of Commerce.
