Nauru Media Bureau

The Nauru Media Bureau functions as the island nation’s public broadcaster and media regulator, operating under the state-owned Nauru Broadcasting Service. The bureau was established in 1998 through the merger of television and radio services, evolving from Nauru Television, which was first established in 1991. The organization provides essential broadcasting services for Nauru’s approximately 12,000 residents across its 21-square-kilometer territory. The bureau houses Nauru Television (broadcasting 24 hours daily), Radio Nauru, and publishes the monthly newspaper Mwinen Ko (roughly translated as “Let’s Talk about It”), which was introduced in 2009. Following Nauru’s resumption of diplomatic relations with China in January 2024, China Media Group (中央廣播電視總台), has opened a Bureau in the country and conducted interviews with Nauruan officials as part of expanded bilateral cooperation.

Government of Malaysia

The Government of Malaysia, officially the Federal Government of Malaysia (Kerajaan Persekutuan Malaysia), operates as a constitutional monarchy under the Westminster parliamentary system. Established in 1963, it functions through three branches: the executive led by Prime Minister Anwar Ibrahim, the bicameral Parliament consisting of the House of Representatives (Dewan Rakyat) and Senate (Dewan Negara), and an independent judiciary headed by the Federal Court. While the Yang di-Pertuan Agong (King) serves as the ceremonial head of state, effective executive power resides with the Cabinet. Based primarily in Putrajaya (with Parliament located in Kuala Lumpur), the federal government administers national affairs while respecting the autonomy of Malaysia’s 13 states and three federal territories. Each state maintains its own government with executive councils led by Chief Ministers or Menteri Besar, creating a federated system unified under the supreme Federal Constitution.

Jiangmen Overseas Chinese Media Center

Established in 2024 as an international outreach arm of Jiangmen’s United Front system, the Jiangmen Overseas Chinese Media Center operates under the direct control of the Jiangmen Returned Overseas Chinese Federation (江门市归国华侨联合会). The center is chaired by Yang Xuedong (杨学东), who simultaneously serves as a vice chairman of the Federation. Its primary mission involves cultivating relationships with overseas Chinese-language media to disseminate “Jiangmen stories” internationally. As of 2023, the center claimed partnerships with over 100 overseas Chinese media outlets across 57 countries. It regularly reports to the Federation’s Party Committee Secretary and holds quarterly work meetings where Federation officials provide directives and guidance for its international propaganda efforts.

Jiangmen Returned Overseas Chinese Federation

Established in 1955, according to the federation‘s official website, the Jiangmen Returned Overseas Chinese Federation functions as a mass organization founded and led by the Chinese Communist Party to serve as a bridge between the Party-state and overseas Chinese communities. Operating under the direct leadership of the Jiangmen Municipal Party Committee, but linked to the national United Front Work Department system, the Federation claims to employ 12 staff members across three departments and oversees eight affiliated organizations, including the Jiangmen Overseas Chinese Media Center (江門市僑媒中心). Following the principle of “working domestically while influencing internationally,” the Federation implements overseas United Front work through cultural exchanges, business promotion, and media outreach. According to its website, it has established 986 overseas Chinese organizations citywide, with 437 Party-led overseas Chinese work stations. The Federation actively collaborates with the United Front Work Department to implement the “Overseas Chinese Affairs Strong City” initiative while maintaining relationships with 74 overseas Chinese media outlets across 30 countries.

China Journalists Association Engages with Iranian Media at Beijing Press Event

On March 9, 2025, the Tehran Times reported on Iranian journalists participating in a group interview with Guangdong delegates to China’s National People’s Congress, organized by the All-China Journalists Association (中華全國新聞工作者協會). ACJA representatives acknowledged that “exchange and cooperation between ACJA and Iranian journalists organization is not much, which is not matched with our bilateral political relations as well as the economic cooperation.” The organization expressed interest in “media delegation visits, joint interviews or coverage of some projects, media professional training” and specifically invited Iranian media counterparts to attend “the coming 2025 Belt & Road Journalists Network Forum in July.” The press event showcased developments in renewable energy, electric vehicles, battery recycling, artificial intelligence, and robotics through interactions with three Guangdong entrepreneurs serving as NPC delegates.

Xinhua Donates News Production Equipment to Lao Chinese Chamber of Commerce

Xinhua News Agency (新華通訊社) and the Lao Chinese Chamber of Commerce (老撾中華總商會) held a media equipment donation ceremony at the Lao Ministry of Information, Culture, and Tourism on October 10, 2024. According to the original Chinese source, officials stated the donation was part of implementing outcomes from the second “Belt and Road Laos-China Cooperation Forum” (一帶一路老中合作論壇), which was held in December 2023. Xinhua Asia-Pacific Deputy Director Zhang Chongfang (張崇防) and Laos’ Deputy Minister of Information Phosy Chommaly attended the October ceremony. The deputy minister said the equipment would be “properly allocated” and noted that some equipment had already been deployed to support ASEAN summit coverage, claiming it would “promote media exchanges and cooperation” between the two countries. The forum framework was jointly organized by Laos’ Ministry of Information, Culture and Tourism, Xinhua News Agency, and the Lao Chinese Chamber of Commerce.

CCTV and Laos Ministry of Communication Celebrate Airing of TV Program in Laos

On November 21, 2023, China Media Group (中央廣播電視總台) held an event with Laos’s Ministry of Technology and Communications to celebrate the launch of its multimedia cultural program “Chinese Style” (中國風) in Luang Prabang, the UNESCO World Heritage city in northern Laos. Hu Jinjun (胡勁軍), deputy director of China Media Group, and a deputy governor of Luang Prabang Province attended the ceremony and delivered speeches. China Media Group, which encompasses China Central Television (CCTV), was established in 2018 under the direct control of the Chinese Communist Party’s Central Propaganda Department. During the event, Hu emphasized that the program would serve as “a window for Laotian friends to understand China,” according to the Chinese consulate. The Lao-language program airs daily during prime morning hours on Luang Prabang Radio and is simultaneously distributed through local websites and social media platforms, marking an expansion of Chinese state media’s presence in Southeast Asia.

Argentina Chinese Network Joins PRC-led Media Union

The Argentina Chinese Network (阿根廷華人網), founded by Liu Fangyong (劉芳勇) and others in 2011, received a membership certificate from the Global Chinese Media Cooperation Union (世界華文媒體合作聯盟) in October 2023 during the 11th World Chinese Media Forum in Chengdu, Sichuan, officially becoming an institutional member with certificate number MSA010. The Global Chinese Media Cooperation Union is operated by the Chinese Communist Party’s United Front Work Department (UFWD) through China News Service (CNS), one of the country’s two official wire services. China News Service became part of the United Front Work Department in 2018 when the Overseas Chinese Affairs Office was absorbed into the UFWD, as documented by the U.S.-China Economic and Security Review Commission.

India’s IT Ministry Hosts Deepseek on its Servers

India announced plans to host Chinese startup DeepSeek’s (深度求索) AI models on its servers to evaluate security and safety parameters, IT Minister Ashwini Vaishnaw said in January 2025. Under the IndiaAI Mission, which has a budget of Rs 10,372 crore ($12.1 billion), the government is procuring 18,693 GPUs to provide “affordable compute” facilities for tech companies and AI researchers. Vaishnaw emphasized that this number was sufficient for India’s AI development needs, noting that DeepSeek was built with only about 2,000 GPUs. Dismissing concerns about India being late to AI development, he stressed that being a “trusted partner” ensured continued GPU supply from companies like Nvidia despite US restrictions against certain countries. Security testing of the models would be conducted by multiple agencies, including CERT-In (Indian Computer Emergency Response Team) and the National Cyber Security Secretariat.
