Le Figaro Runs Xi Jinping Article

On March 23, 2019, Chinese President Xi Jinping (習近平) published a signed article in France’s Le Figaro (費加羅報) ahead of his second state visit to France. The article, titled “Moving Together Toward Common Development” (在共同發展的道路上繼續並肩前行), appeared before Xi arrived in Nice on March 24. In the piece, Xi reviewed developments in China-France relations since his first state visit in 2014, noting that bilateral trade had grown by over 13 billion US dollars and mutual investment exceeded 20 billion US dollars. Xi stated China would “open wider” and welcomed French companies to invest in China while expressing hope that Chinese businesses would “do better in France.” Radio France Internationale (RFI) reported that Chinese state media purchased “at least over one million euros” in advertising space across multiple French outlets during the visit, with content from Xinhua News Agency (新華社) appearing prominently.

Chinese Ambassador Pens Article for Senegalese Media

On December 15, 2025, the Chinese Ambassador to Senegal  published a signed article in Senegalese newspapers Le Soleil and Le Quotidien, promoting the “Initiative on Cooperation Supporting Modernization in Africa,” a joint framework launched by China and South Africa at the November 22, 2025, G20 summit in Johannesburg. The article outlined six principles: “justice and fairness,” “openness and win-win,” “people-centered,” “diversity and inclusiveness,” “ecological friendliness,” and “peace and security”—rhetoric consistent with China’s  framing of Africa engagement through concepts like “amity, equality, win-win, common development.” The ambassador wrote that the Global South “can completely achieve leapfrog development through its own efforts,” positioning Chinese modernization as an alternative development model. 

Gonggong News Agency

Gonggong News Agency (共工新聞社), also known as Gong Gong News, is a privately operated news service that provides a range of China-related news, often drawn from PRC state sources such as Xinhua, as well as domestic news from the African continent — but whose primary purpose seems to be facilitating business connections between China and Africa, and in particular between China and Uganda. Though the news service reportedly began operations in 2015, founded by Chinese national Gong Jianguang (龔建光), it was not registered under the “Gong Gong” name in Hong Kong until December 2020 with the registration of “Gong Gong News Agency Limited,” also “Gonggong Newspaper Limited.” Prior to that time, the chief entity was Hong Kong’s Fanzhou International Group Limited (泛洲國際集團有限公司), previously “Africa International Limited” (泛非国际有限公司), which remains the top shareholder in Gong Gong News (51 percent) and has been fully held by Gong Jiangguang since a series of share transfers in 2011. Although Gong’s history with Uganda and Africa are unclear, his involvement with Fanzhou, formerly “Africa International,” since 2011 hints at involvement in related business. Gong, whose hometown according to Hong Kong records is the village of Xiwanzhou (西湾洲) in Hunan, north of the city of Yuanjiang, appears in numerous online sources, including as late as November 2024, as the “Chief Commercial Liaison Officer, Embassy of the Republic of Uganda to China” — a position he has reportedly held since at least 2013, two years before the full operation of the news agency. A 2017 article from Phoenix News reports that the Ugandan Embassy in China had officially appointed Gong Gong as its “foreign publicity unit” (外宣单位) in China, while a more recent report in 2024, from Gong Gong News itself — announced that Charles Madipo Wakiduso, the director of the Commercial Center of the Ugandan Embassy, had been appointed as “Honorary President” (名誉社长) of the Gonggong News Agency. Gong has an active website at cn.kgongcn.com as well as a currently inactive website at gonggong.hk. Gong Gong News also has active YouTube, Facebook and X accounts. The outlet claims to have international desks and departments in Uganda, the United States, Indonesia, and Taiwan — though this could not be confirmed. Gong Gong News describes itself — somewhat speciously — as a member of multiple international Chinese-language media associations. These include the International Union of Chinese Media and Journalists (國際華文媒體與記者聯盟), of which no credible record can be found outside of Gong Gong’s own claims, and the International Communication Organization (國際傳播組織), an organization started by an individual called Chen Xuegang (陈学刚) that claims registration in the United States but now has only an active .cn domain Chinese-language site. Until the end of 2024, the organization had another URL, now inactive, that displayed only dummy content archived by the Internet Archive. Born in 1971, Gong graduated from the University of International Business and Economics (外經濟貿易大學). In 2016, he also launched Guangdong Fanzhou Culture Communication (廣東泛洲文化傳播有限公司), which operates across media, news and cultural promotion, while maintaining diverse holdings in real estate development, logistics, technology services, and food trade. Gong is also listed as having been appointed in 2020 as a researcher for the Beijing-based China Academy of Management Science (中國管理科學研究院), or CAMS, a research institution originally under the sponsorship of the China Tourism and Culture Resources Development Association that was revoked in June 2024 for numerous violations. The CAMS website had previously featured a section called “caring guidance” (親切關懷) that displayed photographs of Gong meeting with various officials, including Ugandan Vice President Edward Sekandi and Chinese provincial leaders.

CMG Hosts Exchange Event in Munich

On October 11, 2024, the China Media Group (中央廣播電視總台) hosted a cultural exchange event in Germany to celebrate the 52nd anniversary of China-Germany diplomatic relations and the 10th anniversary of the establishment of the all-round strategic partnership, which was announced in March 2014. The event took place in Munich, where, according to media reports, approximately 100 attendees from various sectors, including CMG’s vice president, representatives from the Chinese Embassy, and officials from the Bavarian State Ministry of Economic Affairs, Energy and Technology, were in attendance. During the event, the German Vogel Communications Group signed a Memorandum of Understanding with CMG Europe, which, according to Vogel’s announcement, would include journalist exchange programs to China. The event also highlighted CMG’s cooperation with German broadcaster ZDF on documentary co-productions. 

CMG Signs MoU for Paris 2024 Olympics Cooperation

On October 23, 2023, China Media Group (中央廣播電視總台), or CMG, and the Paris 2024 Olympic Organizing Committee signed a cooperation memorandum in Paris regarding broadcasting the Olympics and related media promotion programs. The agreement outlined CMG’s role as a host broadcaster, deploying over 2,000 personnel to produce international broadcast signals for gymnastics, table tennis, badminton, and sport climbing using “5G+4K/8K+AI” technology. CMG President Shen Haixiong (慎海雄), and Paris 2024 President Tony Estanguet signed the memorandum. The agreement also covered promotional programming and “telling the Olympic stories” of Beijing and Paris. Estanguet praised Beijing’s hosting of the 2022 Winter Olympics, without mentioning that the event faced diplomatic boycotts over human rights concerns in Xinjiang. Estanguet said France had much to learn from Beijing and that the cooperation would bring the countries closer “in the spirit of the Olympics.”

Xi Jinping Publishes Article in Le Figaro Ahead of State Visit

On May 5, 2024, Chinese President Xi Jinping (習近平) published a signed article titled “Carrying forward the spirit of Sino-French diplomatic relations, jointly promoting world peace and development”  (傳承中法建交精神 共促世界和平發展), in the French newspaper Le Figaro ahead of his state visit to France. The article highlighted the 60th anniversary of China-France diplomatic relations and promoted expanded bilateral cooperation. Addressing Europe’s political situation and referencing the war in Ukraine, Xi claimed China has “never initiated a war” and is “the only country among nuclear powers to commit to no first use of nuclear weapons” — claims disputed by historians who cite conflicts including the 1962 Sino-Indian War and 1979 Sino-Vietnamese War. On the issue of Ukraine directly, Xi wrote that China “has been playing a constructive role” while expressing understanding for European concerns. The article encouraged French investment in China, particularly in green industries, and called for deeper cooperation on global governance.

China Daily Runs Content in Le Figaro

On May 29, 2015, French newspaper Le Figaro (費加羅報) published the inaugural French edition of China Watch (中國國家形象專刊), a monthly advertising supplement produced by China’s state-run China Daily (中國日報) and distributed within the pages of Le Figaro. The first issue featured articles on China’s “Made in China 2025” industrial strategy and Beijing’s Winter Olympics bid. The president of China Daily called the French edition “the first step” in expanding beyond English-language markets, and the Chinese Ambassador to France  described the partnership as helping French readers “better understand China.” The collaboration reportedly ended around 2020. 

iQIYI Signs Cooperation in Middle East

During the BRIDGE Global Media Summit held in the United Arab Emirates in December 2025, Chinese streaming platform iQIYI (爱奇艺) announced a strategic cooperation with the UAE-based BRIDGE Alliance, an initiative overseen by the UAE National Media Office. The cooperation reportedly involves plans for joint IP development, film and television production and distribution, virtual production and VR applications, and media technology exchanges focused on the Middle East and North Africa. iQIYI (爱奇艺) framed the announcement as a further step in expanding its regional presence following the launch of its MENA service in May 2025. However, the scope, funding, and concrete outcomes of the cooperation remain unspecified, and claims about ecosystem building and cross-regional impact originate primarily from the participating parties and have yet to be independently substantiated.

Bridge Alliance

BRIDGE Alliance is a UAE-headquartered, mission-driven organization bringing together policymakers, creative leaders, and industry innovators to advance media, entertainment, and content globally. Launched in 2025 and chaired by H.E. Abdulla Bin Mohammed Bin Butti Al Hamed, its founding board includes global figures such as HRH Princess Lamia bint Majed Al Saud, former Senegalese President Macky Sall, and Jessica Sibley, CEO of TIME. The Alliance reinvests operational surpluses into research, capacity building, and innovation, aiming to enhance cross-sector cooperation. Its first major initiative, BRIDGE Summit 2025, was held in Abu Dhabi from December 8–10, convening tens of thousands of participants across media, technology, gaming, and creative industries.
