Canal 4

Canal 4 (烏拉圭第四頻道) is a commercial television station based in Montevideo, Uruguay, established on April 23, 1961 by María Elvira Salvo and her son Hugo. Owned by Grupo Monte Carlo, it is Uruguay’s second-oldest television channel, operating terrestrial broadcast and a subscription-based international streaming service launched in 2020. The station broadcasts news programming, international series, and sports content, and has expanded its reach through regional channels across Uruguay. China International Television Corporation

China International Television Corporation (中國國際電視總公司, CITVC) is a wholly state-owned subsidiary of China Media Group (中央廣播電視總台), established in 1984 to handle international content distribution and co-production partnerships. The corporation serves as CMG’s primary commercial arm for global media operations, with over RMB 10 billion in assets and annual revenue. CITVC founded the Silk Road Television Community (絲綢之路電視共同體) in 2016 as an international broadcasting alliance now encompassing 149 media institutions across 64 countries. The company operates content distribution channels in North America through its California-based subsidiary China Television Corporation (中國電視有限公司, CTC) and has been designated a “Key National Cultural Export Enterprise” by Chinese authorities, positioning it as a central platform for Beijing’s international media influence operations and Belt and Road Initiative (一帶一路) propaganda dissemination.

South African Broadcasting Corporation

The South African Broadcasting Corporation (南非國家廣播電視台), or SABC, is South Africa’s state-owned public broadcaster, established in August 1936 and headquartered in Johannesburg. Designated as a Schedule 2 Major Public Entity under the Public Finance Management Act — a classification for South Africa’s largest and most significant state-owned enterprises that report directly to Parliament — SABC operates five television channels and 18 radio stations, making it one of the largest state broadcasters in Africa. Opposition politicians and civil society groups have sometimes criticized the broadcaster for allegedly functioning as a mouthpiece for the ruling African National Congress, similar to accusations leveled during the apartheid era when it served the National Party government. CEO David Makubyane participated in China Media Group’s December 2025 Silk Road Television Community Summit in Yangjiang. Lilium Distribution

Lilium Distribution is an Italian independent television distribution company established in 2004. The firm distributes fiction, documentaries, factual entertainment, TV series, and animation across multiple platforms in both domestic and international markets — working particularly with Italian documentary producers. The company also provides dubbing services by partnering with external studios, overseeing adaptation and voice selection, and making content adjustments to meet specific broadcaster requirements. Propaganda Office of the CCP Committee of Guangdong Province

The Propaganda Office of the CCP Guangdong Provincial Committee (中共廣東省委宣傳部) is the chief office under provincial CCP leadership charged with media control, content regulation, and enforcement of “correct guidance of public opinion” (正確輿論導向). The office oversees all news organizations, publishing houses, cultural institutions, and online platforms within Guangdong province, ensuring alignment with Party directives on messaging and narrative control. It supervises provincial-level media entities, approves major journalism appointments, and coordinates propaganda work across municipal and county-level propaganda departments throughout the province.

African Union of Broadcasting

The African Union of Broadcasting (非洲廣播聯盟), or AUB — known in French as the “Union Africaine de Radiodiffusion” — is a professional body of national radio and television organizations headquartered in Dakar, Senegal. Founded in 1962 as the Union of African National Television and Radio Organizations (URTNA) under the Organization of African Unity, the organization was renamed at its 2006 General Assembly in Abuja, Nigeria. AUB comprises 47 active members and works to develop the African broadcast industry by facilitating exchange of indigenous programming and negotiating preferential satellite tariffs. Chief Executive Officer Grégoire Ndjaka participated in China Media Group’s December 2025 Silk Road Television Community Summit in Yangjiang, delivering remarks via video. As a member of the World Broadcasting Unions, AUB serves as a platform where state-controlled African broadcasters engage with international media organizations, including Chinese state media entities advancing Belt and Road Initiative partnerships.

Chinese Ambassador Pens Article in Handelsblatt

On February 12, 2025, the Chinese Ambassador to Germany published an article in the business newspaper Handelsblatt titled “Protectionism is Out of Step with the Spirit of the Times” (保護主義不符合時代精神). The ambassador argued that China remains open to foreign business and urged more German investment. He celebrated the success of China’s DeepSeek (深度求索) AI foundation model, arguing that German startups should pursue opportunities in China for cooperation, partnerships, and capital. The article also attacked what it called European “protectionism,” a criticism of the EU’s October 2024 tariffs on Chinese electric vehicles.

2024 Overseas Chinese Media Tour of Jiangxi Province

The “Walking China, Reporting China” (行走中國·報道中國) 2024 overseas Chinese media tour of Jiangxi Province took place October 13-19, 2024, bringing together 22 senior journalists and editors from 18 countries across five continents. The event was jointly organized by the China News Service (中國新聞社), the World Chinese Media Cooperation Union (世界華文媒體合作聯盟), and the Jiangxi International Communication Center (江西國際傳播中心). Participating media included Romania’s European Overseas Chinese News (歐洲僑報), Egypt’s China Weekly (中國週報), Cambodia’s Chinese Daily (柬華日報), Indonesia’s Harian Nusantara, and Brazil-China Communication Agency (巴西巴中通訊社). Other countries represented included France, Italy, Canada, Japan, South Korea, and the Philippines. The delegation visited Lushan Mountain, the Haihun Marquis archaeological site, and China’s Imperial Examination Culture Park, exploring Jiangxi’s natural landscapes, cultural heritage, and economic development. Officials emphasized the province’s “red revolutionary history, green ecology, and ancient culture” as key narratives for overseas promotion.

Chinese Embassy Donates Equipment to Philippine Media

On February 13, 2019, the Chinese Embassy in Manila donated smartphones, computers, teleprompters, and video cameras to the Presidential Broadcasting Service (PBS) and the Philippine News Agency (PNA), both outlets of the Philippine government under the supervision of the News and Information Bureau (NIB). The handover ceremony, held at the Government Media Center, was attended by the Presidential Communications Secretary, the director of PBS, and the executive editor of PNA. The Chinese ambassador, Zhao Jianhua (赵鉴华), emphasized communication’s vital role in cementing “friendship” between the two nations, resorting to a common CCP foreign relations frame that implies accommodation of China’s core interests. Zhao praised the PCOO under Secretary Andanar for promoting bilateral relations and delivering friendly messages to both Filipino and Chinese audiences. He expressed willingness to help improve PCOO facilities as an appreciation for their work. The donation is an example of China’s broader overseas media strategy of providing technical equipment and resources to local news organizations as a means of building relationships and influence.
