Chinese Ambassador Gives Interview to Estonian Media

On December 19, 2024, the Chinese Ambassador to Estonia gave an interview to Postimees, one of the country’s largest daily newspapers. Guo addressed suspicions regarding the Chinese-flagged vessel Yi Peng 3 (伊鹏3), which has been under investigation for damage to two Baltic Sea undersea cables in November 2024.  Guo addressed suspicions regarding the Chinese-flagged vessel Yi Peng 3 (伊鹏3), which was under investigation for its suspected role in severing two Baltic Sea undersea telecommunications cables—the C-Lion1 cable connecting Finland and Germany and the BCS East-West Interlink connecting Sweden and Lithuania—on November 17-18, 2024.  The ambassador said that China “attaches great importance to protecting the safety and security of undersea infrastructure” but provided no specific details about the vessel. She also condemned Lithuania’s expulsion of three Chinese diplomats, defended Beijing’s response to Estonia’s 2024 parliamentary delegation controversy, and reiterated standard positions on Taiwan and Ukraine.

Postimees

Postimees is Estonia’s oldest daily newspaper and the direct successor of Pärnu Postimees, founded in 1857. During Soviet occupation, the paper was published under the name Edasi (The Forward), but regained its original name in 1990 before Estonia’s full independence. The newspaper launched a Russian-language edition in 2005, which became online-only in 2016 and resumed as a weekly in March 2022. Postimees experienced significant upheaval in 2019, with two editors-in-chief appointed within months and over 30 journalists departing amid censorship scandals, as the paper shifted toward a more conservative editorial stance. 

2024 Global South Media Forum Opens in South Africa

The “Global South Media and Think Tank High-End Forum China-Africa Partners Conference”(全球南方”媒體智庫高端論壇中非夥伴大會)  was held in Johannesburg, South Africa, from November 13-14, 2024, co-hosted by Xinhua News Agency (新華社), the African Union, and Independent Media. More than 200 representatives from more than 160 media outlets, think tanks, and government departments from China and 41 African countries attended, Xinhua reported. Participants discussed building media partnerships to shape international narratives and challenge what the forum characterized as Western dominance over global governance and narrative systems. Independent Media Group Chairman Iqbal Survé (伊克巴爾·瑟弗) — whose companies have come under investigation in recent years for potential state capture and corruption — said the Global South’s call for its “rightful place” (應有之位) in international narratives should not be ignored. In a bylined column in Zambia’s The Star earlier in November 2025, Survé directly appropriated Xi Jinping’s “shared future” discourse to promote greater BRICS cooperation. The Johannesburg forum launched an action plan for coordinating China-Africa media cooperation through joint news coverage, content sharing, journalist training, and collaborative digital platforms.

Ministry of Telecommunications, Information Technologies, and Social Communication of Angola

The Ministry of Telecommunications, Information Technologies, and Social Communication of Angola was formally established through Presidential Decree No. 16/18 on January 25, 2018, as the entity responsible for policy and strategy in telecommunications and information technologies in Angola. The ministry works through the regulatory body, INACOM, established in 1999, to grant licenses, mediate disputes, and protect consumers.

Guilin Beibei Te Electronic Audio-Video Publishing House

The Guilin Beibei Te Electronic Audio-Video Publishing House (桂林貝貝特電子音像出版社有限責任公司) was established in June 2005 in Guilin, Guangxi, with Lai Zhiwen (賴志文) serving as its legal representative. The company specializes in electronic and audio-visual publishing, including electronic publications, online publishing, and audio-visual production services.  The publishing house is wholly owned by Guangxi Normal University Press Group, a state-owned publisher that has received commendations from the Central Propaganda Department and says it “adheres to the correct political direction” and “effectively puts social benefits in the first place.”

Zhejiang Normal University

The Zhejiang Normal University (浙江師範大學), or ZJNU, is a comprehensive higher education institution located in Jinhua City, Zhejiang Province. Established in 1956, the university offers programs across education, humanities, sciences, and engineering, with particular strength in teacher education. ZJNU claims to have established cooperative relationships with over 280 institutions in more than 50 countries globally. Liu Hongwu (刘鸿武), the Dean of the Institute of African Studies, attended the  “Global South Media and Think Tank High-End Forum China-Africa Partners Conference” event, which took place on November 13, 2024.

China International Television Corporation

China International Television Corporation (中國國際電視總公司), or CITVC, founded in 1984, is a state-owned media company funded by China Central Television (CCTV) that handles international sales and distribution of Chinese television content. Following asset reorganization in 1997, the corporation expanded into a diversified media conglomerate with operations spanning program production, distribution, advertising, audience research, and technical services. The company, now under the umbrella of the Central Propaganda Department-administered China Media Group (CMG), markets CCTV’s content internationally and distributes 33 foreign satellite channels from the United States, the United Kingdom, Japan, Singapore, Hong Kong, and other countries across China. 

Edicoes Novembro

Edições Novembro is an Angolan state-owned publishing house established in 1976 following the nationalization of Empresa Gráfica de Angola through Law No. 51/1976. The company publishes several newspapers, including the flagship daily Jornal de Angola, the financial periodical Jornal de Economia & Finanças, and many others. Operating under the Ministry of Telecommunications, Information Technologies, and Social Communication, Edições Novembro is heavily reliant on government subsidies, which accounted for 87 percent of its operating income in 2019. The company’s editorial line largely reflects official government positions, with content analysis finding consistent pro-government bias.
