Centro de la Amistad Peruano China

The Centro de la Amistad Peruano China (Peruvian-Chinese Friendship Center) is a cultural venue in Lima’s Jesús María district. The Chinese government funded the Centro with a 20-million-yuan donation, and the building was formally handed over to the Peruvian Agency for International Cooperation, a body attached to Peru’s foreign ministry, between 2011 and 2015, during the ambassadorship of Huang Minhui (黃敏慧). The Centro is managed by the Patronato del Centro de la Amistad Peruano China, a private non-profit civil association, which says the building was a gift marking 150 years of Chinese immigration to Peru, built under a 2007 economic and technical cooperation agreement between the two governments. The Patronato consists of three members, two with strong to moderate ties to the Chinese Party-state. The first is the Chinese Benevolent Society (秘魯中華通惠總局), Peru’s oldest and largest Chinese community organization. PRC diplomats routinely attend the installation of its leadership, and in August 2025 it co-hosted a commemoration with the Peru Council for the Promotion of the Peaceful Reunification of China (秘魯中國和平統一促進會), a body tied to the CCP’s United Front system. The second is the Peruvian Chinese Cultural Center, which co-created a public park in Lima’s Miraflores district with the PRC Embassy. The third is the Peruvian Chinese Association, a heritage organization. The Patronato’s president, Erasmo Jesús Rolando Wong Lu Vega (黃業生), is a businessman and former civil engineer who founded the Peruvian Chinese Association in 1999 and whose business group holds a majority stake in the broadcaster Willax Televisión. The Patronato’s registered fiscal address in La Molina matches the address listed for Wong in the Panama Papers. In November 2024, the Centro hosted and supported a Chongqing propaganda office promotion event, at which the Western China International Communication Organization (西部國際傳播中心) opened a Lima liaison office for its Bridging News (陸海財經) brand. The Peruvian-Chinese Friendship Center had more than 23,000 followers on Facebook as of October 2026.

The Filipino-Chinese Amity Club

The Filipino-Chinese Amity Club (菲華聯誼總會) is a Philippines-based overseas Chinese community organization. It was founded in 1974, one year before the normalization of China-Philippines diplomatic relations. The Club is described as a “patriotic organization” (愛國團體) that has operated “under the strong support of the Chinese embassy in the Philippines” (在中國駐菲使館的大力支持下), regularly inviting Chinese delegations to visit and organizing trade missions to China, including to China’s import and export fair in Canton. The Club published Lianyi Weekly (聯誼週刊) — or “Friendship Weekly” — in 1978, which later became The World News (菲律賓世界日報), which now advertises itself as the Philippines’ largest Chinese-language daily. Both the language of “frIendship” in the original publication title and the reference to “amity” in the club’s name suggest a close relationship with what China calls “united front work,” he effort to cultivate loyalty and political alignment among overseas Chinese communities and foreign elites in service of the Chinese Communist Party’s strategic interests abroad. In October 2022, the Club hosted a study session promoting the Chinese Communist Party’s annual legislative session, the 20th National Congress, which cites the Chinese Embassy in the Philippines. In May 2023, it was awarded the “Light of the Chinese Community” (華社之光) title at the 10th Conference for Friendship of Overseas Chinese Associations (第十屆世界華僑華人社團聯誼大會) in Beijing –  an event co-hosted by China’s Overseas Chinese Affairs Office, which since 2018 has functioned as an external name of the Chinese Communist Party’s United Front Work Department. The Club has branches across the Philippines, including in Cebu, Central Luzon, and Davao, and its stated mission includes promoting China-Philippines friendship and Chinese cultural preservation among the overseas Chinese community.
