Beyond television production, the center functions as an interactive media space where visitors can experience exhibitions on broadcasting technology and participate in public media events. The building includes dedicated areas for digital media operations, post-production facilities, and live broadcasting capabilities, enabling Phoenix to deliver content across traditional television and emerging digital platforms.

StarTimes Media Co. Ltd

StarTimes Media Co. Ltd is a Chinese electronics and media company founded in 1988 by Chinese engineer Pang Xinxing (龐新星). The company, with a strong presence in Sub-Saharan Africa, offers digital terrestrial and satellite television services while providing technologies to countries transitioning from analog to digital television. As of 2024, StarTimes established “a network transmission platform covering 45 countries and 1.2 billion people in Sub-Saharan Africa” and became “the only operator providing paid-long video services in English, French, and Portuguese-speaking regions of Africa simultaneously.” In 2018, the company began implementing the “Access to satellite TV for 10,000 African villages” project, which it described as a “China-Africa cooperation project aimed at giving rural areas of Africa access to digital media.”

Ya Zhou Wen Hua Enterprises Limited (HK)

Ya Zhou Wen Hua Enterprises Ltd (was created in 1980. The Hong Kong-based corporation also controls the Nouvelle d’Europe (European Times), a newspaper and online media conglomerate which is connected to the United Front Work Department of the Chinese Communist Party and is core to the PRC’s media network building and external communication, particularly in Europe. According to Hong Kong registration documents sourced by the CMP research team, all five shareholders of the Hong Kong corporation have ties to the United Front Work Department or the Overseas Chinese Affairs Office. 

CICG Asia-Pacific

The China International Communication Group Asia-Pacific serves as the Chinese central government’s primary multilingual media platform targeting the Asia-Pacific region. Operating under the China International Communications Group, which was established in October 1949, the organization publishes prestigious journals in Chinese, Japanese, Korean, English and Esperanto, including People’s China (人民中國), launched in January 1950, and Beijing Review (北京周報), founded in March 1958. The center operates multiple websites and social media accounts across languages while producing multimedia content promoting China’s image abroad. It sponsors cultural exchange initiatives like the Panda Cup essay contest for foreign youth, launched in 2014, which has expanded across Japan, South Korea, Thailand and other countries. With publications spanning traditional Chinese characters and multiple Asian languages, CICG Asia-Pacific represents a sophisticated arm of China’s international propaganda apparatus, functioning as an integrated communications platform owned and operated by the Central Propaganda Department of the Chinese Communist Party.
