Xinhua Hosts China-Poland Economic Forum in Warsaw

On June 17, 2025, in Warsaw, Poland, China’s official Xinhua News Agency organized a forum with Li Danhong (李丹红), charge d’affaires of the Chinese Embassy in Poland, Polish Media Association (波兰媒体协会) President Marek Traczyk, and former Polish Deputy Prime Minister Janusz Piechocinski attending at Lukaszewski University. Xinhua claimed in official coverage that the event would “enhance economic cooperation and mutual understanding” between the countries, with Li presenting China’s commitment to “building an open global economy” and “sharing the dividends of its modernization,” while Traczyk, using terms clearly echoing the official discourse of the CCP, described it as enabling “mutually beneficial cooperation” and contributing to “world peace, development, and shared prosperity.” The forum positions itself as promoting bilateral exchanges through China’s visa-free policy, but the emphasis on China’s development model presentation and standard diplomatic language about “shared prosperity” (共同富裕) suggests soft power objectives rather than independent economic dialogue.

Xinhua Hosts Reuters, AP, and AFP in Beijing

On December 1, 2023, Xinhua News Agency hosted leaders from the global newswires Reuters, AFP, and the Associated Press in Beijing, with Xinhua President Fu Hua (傅華) proposing a “high-level dialogue and cooperation mechanism” among the agencies. The meeting preceded the fifth World Media Summit in Guangzhou and Kunming. The World Media Summit (WMS), is a forum conceived by China in the midst of the 2008 Beijing Olympic Games and first held in October 2009, with the explicit idea on China’s part to expand its global influence and “discourse power” (話語權) through a semi-formal international mechanism under its leadership. Eight months ahead of the first meeting, Xinhua News Agency chief Li Congjun (李从军) wrote in the official periodical China Journalist that the event of conceived “[according] to the Central Committee’s strategic demand for ‘strengthening external propaganda’” (大外宣). At the 2023 event, participants discussed artificial intelligence, misinformation, and journalists’ safety. Fu Hua proposed expanded partnerships for video distribution and mutual humanitarian assistance in conflict zones. The gathering represented Xinhua’s effort to position itself alongside Western wire services, though the meeting’s outcomes and substantive commitments from participating agencies remained unclear from available reporting.

Chinese Ambassador Gives Live Interview to Peruvian Talk Show

On October 31, 2021, Chinese ambassador to Peru Liang Yu (梁宇) gave a live interview on Agenda Política, a talk show on the Peruvian cable news channel Canal N, marking the 50th anniversary of diplomatic relations between China and Peru — established on November 2, 1971. Liang stressed that Peru was “among the first” Latin American countries to establish ties with China. It was in fact the third to do so, following Chile and Cuba. The interview featured standard CCP diplomatic framing. Liang described bilateral trade as accounting for 30 percent of Peru’s foreign trade, and characterized the two economies as having “complementary advantages” (經濟優勢互補) with “great potential for pragmatic cooperation” (務實合作大有可為) — language that presents what some have worried is Peru’s growing economic dependency on China as mutual opportunity.

Tianjin University Faculty Push State Line in Congo Op-Ed

On March 6, 2026, Sun Xiaohan (孫小涵), a faculty member at Tianjin University’s School of Foreign Languages (外國語學院) and Global South Institute (全球南方研究院), co-authored an op-ed with the institute’s executive director, Professor Wang Zhan (王戰), published in Forum des As — the Democratic Republic of Congo’s most widely circulated mainstream newspaper. The piece, titled “Consolidating the Forces of Global Good Governance, Strengthening the Foundations of Multilateralism,” argued for the importance of the “Group of Friends for Global Governance” (全球治理之友小組) — a China-initiated diplomatic grouping framed around multilateralism, world peace, and development — for global stability and development. The Tianjin University Global South Institute, which describes its mission as serving Chinese national strategy while cultivating internationally oriented talent, has positioned itself as a think tank focused on area studies and China’s external communications outreach across Global South countries.

China’s Mission to ASEAN Briefs Regional Media on Two Sessions

On March 26, 2026, China’s Mission to ASEAN hosted a media and think tank salon in Jakarta themed “Sharing the New Opportunities of China’s High-Quality Development,” briefing nearly twenty regional media organizations and think tanks on the outcomes of China’s annual Two Sessions (全國兩會) — the joint plenary meetings of China’s national (largely ceremonial) legislature and its top political advisory body, held each spring in Beijing. Ambassador Wang Qing (王擎) presented an extended reading of the Government Work Report and the forthcoming 15th Five-Year Plan (十五五規劃綱要), emphasizing China’s commitment to high-quality development (高質量發展) — a political slogan coined by Xi Jinping at the 19th Party Congress in 2017 to signal a shift away from high-speed, quantity-driven growth toward an innovation-driven, high-value model centered on technological self-reliance, industrial upgrading, and greener production. Wang also called on both sides to advance the “Five Major Homes” (五大家園) — a framework encoding Xi Jinping’s vision for China-ASEAN relations around peace, tranquility, prosperity, beauty, and friendship — and to uphold “Asian values,” defined in official discourse as peace, cooperation, openness, and inclusiveness, as a deliberate counterweight to Western liberal frameworks.

CCP and Nuevas Ideas Party Host Media and Think Tank Exchange

On April 8, 2024, Liu Jianchao (劉建超), Minister of the International Department of the Chinese Communist Party (CCP) Central Committee, met in Beijing with a high-level delegation from El Salvador’s ruling party, Nuevas Ideas, led by Vice President-elect Félix Ulloa. During the meeting, Liu emphasized that the CCP is willing to “promote exchanges and cooperation” between the counterpart departments of the two parties, specifically highlighting media and think tanks as key areas for collaboration. This engagement aimed to institutionalize the sharing of “experience in party building and state governance” to ensure the stable development of bilateral relations. The meeting official report by the International Department of the CCP underscores a strategic shift toward direct party-to-party coordination to align the communication apparatus of Nuevas Ideas with the ideological and media frameworks of the CCP.

Chinese Embassy Runs Insert in Peruvian Newspaper

On November 2, 2021, the Chinese Embassy in Peru published a 16-page insert that was distributed nationwide alongside Peru’s official state newspaper El Peruano. The insert marked the 50th anniversary of the establishment of China-Peru diplomatic relations on November 2, 1971. Then-Ambassador Liang Yu (梁宇) contributed a signed article on the history and future of bilateral ties. The insert also included pieces by Peruvian officials, academics, and business figures, and promoted Chinese-backed projects including the Chancay deep-water port, a Belt and Road Initiative mega-project developed by state-owned COSCO Shipping Ports (中遠海運港口). Another project promoted was the Marcona iron mine run by the state-owned Shougang Group (首鋼集團). Based in Beijing, Shougang acquired the mine in 1992, when it was regarded as China’s first major investment in Latin America. The insert reflects a pattern common to Chinese public communications, in which embassy-organized media placements blend diplomatic messaging with promotion of China’s foreign policy objectives and strategic narratives. This is a classic instance of what has been termed the “borrowed boat” method of external propaganda — using established foreign outlets as vehicles to push the official narratives of the Chinese Party-state. 

RTHK Signs MoU with Malaysia

On March 5, 2026, Radio Television Hong Kong (RTHK) signed a memorandum of understanding with Malaysia’s Ministry of Communications in Kuala Lumpur, aimed at strengthening media cooperation and promoting cultural exchange. The ceremony was held at the headquarters of Radio Televisyen Malaysia (RTM) and was jointly signed by RTHK Director of Broadcasting Angelina Kwan Yuen-yee (關婉儀) and newly appointed RTM Director-General Ashwad Ismail. According to Hong Kong media, the memorandum includes plans for joint productions showcasing cultural tourism in both Hong Kong and Malaysia. Kwan and Ashwad also discussed future collaboration under what RTHK described as the framework of the Belt and Road Initiative, with Kwan saying that these agreements would help strengthen RTHK’s “international communication capabilities” (國際傳播能力) – a term closely associated with Beijing’s external propaganda strategy under Xi Jinping.

Xinhua President Meets With Andina General Director

On October 12, 2024, Fu Hua (傅華), president of China’s state-run Xinhua News Agency, met in Beijing with Félix Alberto Paz Quiroz, general director of Peru’s state-owned Andina news agency, on the sidelines of the sixth World Media Summit — a global media forum hosted by Xinhua since 2009 and held in 2024 in Beijing and Urumqi with a focus on AI and media transformation. Typical of China’s global media engagements, the focus was on bilateral relations and China’s positioning of itself as a champion of the Global South. Xinhua reported that the two sides reviewed past cooperation and expressed willingness to collaborate on “serving the development of China-Peru relations,” promoting exchanges between Chinese and Latin American media, “deepening cooperation among media think tanks of the Global South,” and AI-driven media transformation.
