Montsame and Xinhua Sign Cooperation Agreement

On April 10, 2018, during a visit to China by Mongolian Prime Minister Ukhnaagiin Khürelsükh, the Montsame News Agency (蒙古國通訊社) and the Xinhua News Agency (新華通訊社) renewed cooperation in a deal signed by Montsame’s deputy director and Xinhua’s vice president in Beijing. The original partnership between the two began in 1958, when the agencies signed their first news exchange agreement in China’s capital. Since then, both agencies have maintained correspondents in Ulaanbaatar and Beijing and have continued developing their cooperation, state media reported without details. The agencies plan to collaborate in several areas: exchanging news in Chinese, Russian, and English; organizing journalist tours and training sessions; co-hosting photo exhibitions; and providing internships for young reporters.

China Media Group Signs Strategic Cooperation Agreement with Macau SAR

On September 28, 2025, in Macau, China Media Group (CMG) and the Macau Special Administrative Region signed a framework agreement to “deepen strategic cooperation” in news reporting, talent exchange, international communication and sports events, with Macao SAR Chief Executive Sam Hou Fai (贺一诚) and CMG President Shen Haixiong (慎海雄) attending the ceremony. Officials at the signing ceremony said the partnership would help Macao “enhance its international communication capabilities” (提升国际传播能力) and build the region into an “exchange and cooperation base with Chinese culture as the mainstream.” Zheng Xincong (郑新聪), the head of the PRC government’s Liaison Office in Macau, described the agreement as establishing “an important platform” for “telling Macao’s stories to the world” and providing “new impetus” for CMG to become a “world-class, new-type mainstream media group” — the term “mainstream” in this context meaning that it aligns with the goals of the Chinese Communist Party.

Xinhua Signs MOU with Azerbaijan’s Media Development Agency

On August 31, 2025, Azerbaijan’s Media Development Agency signed a cooperation agreement with China’s Xinhua News Agency. According to the Azerbaijani agency, the partnership aims to “strengthen, promote and develop cooperation between the two countries in the field of mass media based on the principle of reciprocity and mutual benefit.” The agreement encompasses information sharing, joint project collaboration, and the organization of training programs and conferences. The formal exchange ceremony took place on September 6, 2025, during China’s Global South Media and Think Tanks Forum in Yunnan Province, where Ahmad Ismayilov, head of Azerbaijan’s Media Development Agency, met with Xinhua President Fu Hua (傅華) to formalize the partnership.

CMG and Pakistan Broadcasting Corporation Sign Cooperation MOU

Pakistan Broadcasting Corporation (PBC), Pakistan’s state broadcaster, signed a cooperation memorandum with China Media Group on September 2, 2025, during the Shanghai Cooperation Organization (SCO) summit in Tianjin. The agreement was among 14 bilateral media cooperation deals CMG struck with broadcasters from 13 countries during the summit, covering news reporting, joint programming, cultural activities, technological innovation, industry development, personnel exchanges, and media resource sharing. The CMG partnership with PBC is part of China’s broader efforts to strengthen SCO media cooperation.

CMG and Kyrgyz National TV Sign Cultural Exchange Letter of Intent

The National Broadcasting Corporation of the Kyrgyz Republic (KTRK), Kyrgyzstan’s state broadcaster, signed a letter of intent for joint cultural exchange activities with China Media Group on September 2, 2025, during the Shanghai Cooperation Organization (SCO) summit in Tianjin. The agreement was among 14 bilateral media cooperation deals CMG struck with broadcasters from 13 countries during the summit, covering news reporting, joint programming, cultural activities, technological innovation, industry development, personnel exchanges, and media resource sharing. Islamic Republic News Agency (IRNA), Iran’s state-controlled news agency, signed a cooperation memorandum with the state-run China Media Group on September 2, 2025, during the Shanghai Cooperation Organization (SCO) summit in Tianjin. The agreement was among 14 bilateral media cooperation deals CMG struck with broadcasters from 13 countries during the summit, covering news reporting, joint programming, cultural activities, technological innovation, industry development, personnel exchanges, and media resource sharing. The CMG partnership with IRNA is part of China’s broader efforts to strengthen SCO media cooperation.

Myanmar Think Tank Signs Xinhua Cooperation Deal

On August 22, the Myanmar Narrative Think Tank and Xinhua News Agency signed a cooperation agreement in Yangon under the Global South Joint Communication Partnership Program (全球南方聯合傳播夥伴計劃), a Xinhua-led initiative that claims to promote cooperation between media outlets and research institutions from developing countries. Chairman Ko Ko (高高) of the Myanmar Narrative Think Tank and Xinhua’s Yangon Bureau Chief Zhang Dongqiang (張東強) signed the agreement, with Ko Ko stating the partnership aims to “strengthen people-to-people relations” and “contribute to peace, prosperity and sustainable development.” Zhang said during the signing ceremony that the agreement reflects Xinhua’s efforts to work with organizations in the Global South to “amplify their voices on the international stage” — language echoing China’s portrayal of itself in foreign policy as a champion of developing countries.

CMG Signs Media Cooperation Agreement with NMG

Russia’s National Media Group (NMG) and China Media Group (中央廣播電視總台) signed a cooperation agreement on May 8, 2025, during Chinese President Xi Jinping’s visit to Moscow for Victory Day commemorations. The agreement covers content exchange, joint production, and technology sharing between the two state media entities. NMG’s CEO said the partnership was “an important step,” asserting (apparently citing social media views) that NMG’s animated series “Three Cats” (三只小猫) — a series by director Dmitry Vysotsky about a family of felines — has achieved “several billion views in China.” The signing coincided with an announcement that “Red Silk,” a Russian-Chinese detective film about 1927 Trans-Siberian Railway espionage, received China’s “dragon seal” certification, a difficult-to-obtain permit by film control authorities allowing unlimited theatrical distribution of films in the country.
