The Ministry of Science, Higher Education and Innovation of the Kyrgyz Republic is a government body responsible for scientific research, higher education, intellectual property, and innovation policy. President Sadyr Japarov established the ministry by decree on May 12, 2025, splitting it off from the former Ministry of Education and Science along with the State Agency for Intellectual Property and Innovation. A companion body, the Ministry of Education, retained responsibility for pre-school, primary, and secondary education. As part of the reorganization, the former National Accreditation Commission became the Higher Attestation Commission under the new ministry, and the State Intellectual Property Fund was transferred to it as well. The ministry now serves as the state authority overseeing Kyrgyzstan’s public universities, including their founding status, accreditation, and cooperation agreements with foreign institutions.
