Ministry of Culture and Tourism of the People’s Republic of China

The Ministry of Culture and Tourism of the People’s Republic of China (中華人民共和國文化和旅遊部) is a department of the State Council responsible for administering cultural policy, heritage preservation, and tourism development. The ministry was established on March 19, 2018, through a merger of the former Ministry of Culture and the China National Tourism Administration as part of broader institutional reforms. The ministry oversees affiliated institutions, including the State Administration of Cultural Heritage, the China Tourism Academy, and major national museums. Its responsibilities encompass formulating cultural and tourism policies, managing heritage sites, regulating tourism markets, conducting content censorship of performing arts, and coordinating international cultural exchanges.

La Liga

La Liga is Spain’s top-tier professional football league, comprising 20 teams and founded in 1929 with headquarters in Madrid. It is one of Europe’s five major leagues, and it features clubs like FC Barcelona and Real Madrid, which have won the most championships. According to the organization, La Liga has 13 offices in 41 countries. 

Ningbo International Communication Center

The Ningbo International Communication Center (寧波國際傳播中心) was established on May 8, 2024, as a joint initiative by the Ningbo Daily Press Group (寧波日報報業集團) and the Ningbo Radio and Television Group (寧波廣播電視集團). ICCs coordinate external propaganda and shape international narratives about Chinese cities and regions, part of efforts that have accelerated since 2022 to “innovate” foreign-directed propaganda under a province-focused strategy.  Ningbo’s ICC aims to position the city as a model of “Chinese-style modernization” and leverage its historical role in Sino-foreign exchanges.  The center’s creation followed Xi Jinping’s 2023 inspection tour of Zhejiang Province, during which he tasked the province with “actively exploring the construction of modern Chinese civilization” (在建設中華民族現代文明上積極探索). The center launched a “Hundred-Thousand-Ten Thousand” plan in 2024 that includes organizing 100 photography exhibitions at overseas factories of Ningbo enterprises, selecting 100 industry ambassadors, and deploying thousands of journalists to provide international communication services for local companies.

Hong Kong Commerce and Economic Development Bureau

Established in 2007, the Commerce and Economic Development Bureau (CEDB) is a policy bureau of the Hong Kong Government. It manages sectors including external trade, inward investment, intellectual property, and tourism. Led by the Secretary for Commerce and Economic Development, the CEDB oversees departments such as Invest Hong Kong and the Trade and Industry Department. The bureau holds administrative authority over the telecommunications sector and the public broadcaster, Radio Television Hong Kong. Recently, the bureau implemented regulatory changes, including mandatory SIM card registration, while focusing on managing Hong Kong’s commercial relations and the development of creative industries across the territory.

China National Petroleum Corporation (CNPC)

China National Petroleum Corporation or CNPC (中國石油天然氣集團有限公司) is China’s largest state-owned oil and gas company. CNPC began Middle East operations around 2008-2009, entering Iraq’s petroleum market with the Ahdeb project, a major oil field development, marking the first foreign oil company in post-war Iraq. CNPC’s Middle East operations coordinate investments in Iraq, the United Arab Emirates, and Oman. 

Spanish Ministry of Culture

Spain’s Ministry of Culture is the governmental body responsible for promoting and safeguarding the nation’s cultural assets. Its responsibilities encompass the preservation of historical heritage, oversight of museums and archives, and support for the arts, literature, cinema, audiovisual media, and libraries. Created in May 1977 through Royal Decree 1558/1977 during Spain’s transition to democracy, the ministry is meant to advance Spanish-language culture on the world stage.​​​​​​​​​​​​​​​​

Central and Eastern Europe and Central and South Asia Communication Center

The Central and Eastern Europe and Central and South Asia Communication Center (中國外文局中東歐與中南亞傳播中心), also known as China Pictorial Publishing House (人民畫報社), was established in 2021 as a division of the China International Communication Group (中国外文出版发行事业局), or CICG, a group directly under the CCP’s Central Propaganda Department. Registered as a state institution in Beijing, the center was formed through the integration of [China Pictorial](http://www.rmhb.com.cn/ad/201612/t20161227800084181.html) (人民畫報), a magazine founded in July 1950 as one of China’s earliest large-format pictorial magazines. The center publishes multilingual periodicals, including its flagship China Pictorial and China-India Dialogue_, and produces multimedia content in Chinese, English, Russian, and other languages. The center’s establishment reflects Beijing’s strategic focus on Belt and Road Initiative regions. Its mission is to promote Xi Jinping’s flagship policies, conduct international communication across political, economic, diplomatic, and technological fields, and counter what Chinese officials call “Western media bias.

CMG Signs Tourism Cooperation Deal with Canada

China Media Group (中央广播电视总台), the state-run media conglomerate directly under the Central Propaganda Department, signed a cooperation agreement with Destination Canada on January 15 during Canadian Prime Minister Mark Carney’s official visit to China. CMG Director Shen Haixiong (慎海雄), who also serves as deputy head of the Central Propaganda Department, and Canadian Ambassador to China Jennifer May signed the memorandum of understanding in Beijing, with Chinese Premier Li Qiang and Prime Minister Carney witnessing the ceremony. The agreement establishes institutional ties for collaboration on program production, project planning, and joint activities to promote what China refers to as “people-to-people diplomacy” (民间外交). Destination Canada is a wholly government-owned agency that markets Canada as a tourism destination. The signing occurred as part of a broader diplomatic reset covering economic, energy, security, and cultural cooperation.

Government of Canada

The Government of Canada — officially His Majesty’s Government — operates as a Westminster-style parliamentary democracy established through the Constitution Act, 1867. The British monarch serves as head of state and is represented by the Governor General, while executive authority rests with the Prime Minister and Cabinet, who must maintain the confidence of the House of Commons. The executive branch oversees more than one hundred departments and agencies employing over 300,000 people nationwide. Parliament comprises the Senate and House of Commons, which enact legislation that becomes law upon royal assent. The government manages national priorities including intergovernmental relations, international treaties, public service operations, and digital services, while maintaining transparency through open government initiatives and proactive disclosure requirements.
