
Navigating Risks From Chinese Apps
An investigation report by one of Taiwan’s leading independent media outlets documents the human rights risks posed by app services created in China.

China Road and Bridge Corporation (中國路橋工程有限責任公司), or CRBC, is a Chinese state-owned construction and engineering firm and a wholly owned subsidiary of China Communications Construction Company (中國交通建設股份有限公司). According to the company’s own account, it traces its origins to the Ministry of Transport’s Foreign Aid Office, established in 1958 to carry out Chinese government aid projects overseas, and was reorganized into its current form in 2005 following CCCC’s restructuring. CRBC states that it is one of the first four large state-owned enterprises to enter the international engineering contracting market, with branch offices in nearly 60 countries across Asia, Africa, Europe, and the Americas, engaged in road, bridge, port, railway, and airport construction. The company describes its work as advancing China’s “Going Out” strategy and Belt and Road Initiative, and it operates a Kyrgyzstan office that has participated in local education partnerships, including the November 2024 Ban-Mo Institute at Kyrgyz State Technical University.
