Jinan International Communication Center

The Jinan International Communication Center (濟南國際傳播中心) is a municipal external propaganda platform launched on May 24, 2022, under the guidance of the propaganda office of the Jinan CCP Committee. Official media billed it as the first international communication center in Shandong province. The center lists its functions as content production, platform operation and monitoring of “international public opinion” (國際輿情), among others. It says it works with central state media and overseas platforms to “borrow a boat to go out to sea” (借船出海), a CCP strategy of placing state messaging through foreign outlets. At launch, the center ran accounts on X, Facebook, Instagram and YouTube, and claimed “close ties” with more than 500 foreign outlets, including the Associated Press, AFP and TASS. That claim has not been independently verified. By February 2025, the center reported 20 overseas branches or liaison stations. These included a Paris center unveiled in November 2024 with the deputy chief of Xinhua’s Paris bureau.
