Festival de Málaga

The Málaga Film Festival (Festival de Málaga) was established in 1998, organized by the Málaga City Council to promote Spanish cinema and contribute to the development of Málaga, a city on the Mediterranean coast in Andalusia, as a cultural city. The festival showcases feature films, documentaries, and short films in Spanish. In 2024, it became a FIAPF-accredited member (International Federation of Film Producers Associations) as a competitive film festival specializing in Spanish-language cinema. The same year, the festival opened with “Dragonkeeper,” a Spain-China animated co-production produced by the state-owned China Film Group (CFG), China Film Animation (a division of CFG), Movistar Plus+ (Spain’s largest subscription television platform), and the Spanish film production company Atresmedia Cine.

Partido Comunista de España

The Communist Party of Spain (Partido Comunista de España), or PCE, was founded on November 14, 1921, following a split in the Spanish Socialist Workers’ Party. Headquartered in Madrid, the Marxist-Leninist party maintains the monthly publication Mundo Obrero and operates the Communist Youth Union of Spain. The party played a central role during the Spanish Civil War and currently holds seven seats in the Spanish Congress of Deputies as part of the United Left coalition. President José Luis Centella, former General Secretary from 2009-2018, who assumed the presidency around 2018, has been prominently featured in Chinese state media. Centella has made multiple visits to China, meeting with Communist Party of China officials and speaking at CCP-organized forums.  

Hunan Biological and Electromechanical Polytechnic

The Hunan Biological and Electromechanical Polytechnic (湖南生物機電職業技術學院) is a public vocational institution in Changsha, Hunan Province, China, formed in May 2001. The Hunan Provincial Education Department describes the college’s mission as training vocational-technical personnel at the diploma level while conducting research, continuing education, and social services. The institution offers programs in agriculture, manufacturing, vehicle engineering, and food technology. In February 2026, the college signed a cooperation agreement with Gofa Industrial College in Ethiopia to establish a “Chinese + Vocational Skills” workshop and training base focused on agricultural technology and vocational education collaboration.

Gofa Industrial College

Gofa Industrial College is a vocational training institution in Addis Ababa, Ethiopia. The college trains students in practical skills, including automotive repair, mechanical engineering, civil engineering, information technology, and laboratory work. The college signed a cooperation memorandum with China’s Hunan Bio-Electromechanical Polytechnic College on February 5, 2026, frames as part of Xi Jinping’s signature Belt and Road Initiative. 

Association of Overseas Chinese Media in Europe

The Association of Overseas Chinese Media in Europe is a Chinese-language media industry organization established in October 1997, led by the Chinese government-linked Europe Times (Ouzhou Shibao). The association was originally named European Chinese Press Association before adopting its current name. The association is registered in Paris, France, with its permanent secretariat housed at Europe Times. The association has over 60 member organizations distributed across France, Netherlands, Germany, Belgium, Austria, Sweden, Italy, Spain, Portugal, the United Kingdom, Hungary, Romania, Russia, Serbia, and Poland. Member organizations encompass newspapers, magazines, radio stations, television stations, websites, and publishing houses. The association holds biennial conferences rotating among member countries. Association President Zhang Xiaobei (張曉貝) participated in the February 2026 Belt and Road Media Cooperation Forum journalist delegation.

Chinese Consul General in Luang Prabang

The Chinese Consulate General in Luang Prabang is a diplomatic mission of the People’s Republic of China located in Phongkham Village, Luang Prabang, Laos. The consulate serves northern Laos and plays a key role in promoting China-Laos cooperation in the region, particularly around the China-Laos Railway corridor. The consulate has engaged in regional diplomacy including participation in provincial Party Congress events, China-Laos Railway ceremonies, and Lancang-Mekong Cooperation forums in Luang Prabang. The consulate promotes China’s Belt and Road Initiative and Lancang-Mekong Cooperation framework in northern Laos, focusing on infrastructure development, trade, tourism, and people-to-people exchanges between China and the Lao provinces under its jurisdiction.

La República (Costa Rica)

La República is a national daily newspaper published in San José, Costa Rica, operated by República Media Group. The newspaper, founded in August 1950, specializes in coverage of business, economics, finance, politics, infrastructure, technology, health, and sports, positioning itself as a reference publication for Costa Rica’s professional sector. La República has covered stories including a 2000 plane crash involving former CIA Chief Stansfield Turner and the 2021 exposure of fake COVID-19 tests sold to tourists. The newspaper maintains a regular content arrangement with China’s official Xinhua News Agency, republishing Chinese state media content with pro-state bias including government propaganda. In 2013, the newspaper began charging for online subscriptions. La República maintains both print and digital editions.

La República Signs Cooperation Deal with People’s Daily

In September 2023, marking the 35th anniversary of China-Uruguay diplomatic relations, Uruguayan newspaper La República established cooperative relations with the People’s Daily, the flagship newspaper of the Central Committee of the Chinese Communist Party. China selected La República to develop a special publication on bilateral diplomatic relations, and the newspaper had a journalist training in Beijing at the time, publisher Juan Blanco stated in a September 11, 2023 People’s Daily interview. Blanco praised the Belt and Road News Network — operated by People’s Daily and hosted on its name servers — for providing “first-hand information from a truthful, reliable source issued from the origin.” Blanco said the newspaper expected “more cooperation with Chinese media.” The cooperation preceded Uruguay’s November 2023 state visit to China where President Lacalle Pou signed a Belt and Road cooperation plan. Blanco emphasized that ideological differences should not hinder cooperation, stating “people unite by other concepts” and media relationships form “the first encounter” of information exchange. The newspaper publishes China-related content nearly daily. Blanco participated in the February 2026 Belt and Road Media Cooperation Forum journalist delegation.

El Peruano

El Peruano (Diario Oficial El Peruano) is Peru’s official daily newspaper, founded October 22, 1825, by Simón Bolívar, making it the oldest Spanish-language newspaper still in circulation. The newspaper’s historical editions from 1826 to 1868 were inscribed in the UNESCO Memory of the World Latin America and Caribbean Register in 2022, recognized as “the only living historical document bequeathed by the liberator Simón Bolívar.” Published by Empresa Peruana de Servicios Editoriales SA (Editora Perú), a state enterprise created in 1974, the newspaper is headquartered in Lima and serves as Peru’s official gazette where all national laws must be published by legal requirement. Beyond its governmental function, El Peruano carries news, official announcements, legal notices, and civil service documents alongside journalism covering politics, economics, and society. Editora Perú also publishes Andina, Peru’s national government-run news agency, and provides editorial and graphic services. Félix Alberto Paz Quiroz, who holds a degree in Social Communication from National University of San Marcos with 29 years of journalism experience, serves as general manager and director of journalistic media for Editora Perú, overseeing both El Peruano and Andina. Paz participated in the February 2026 Belt and Road Media Cooperation Forum journalist delegation.
