Henan International Communication Center

The Henan International Communication Center (河南國際傳播中心) is a provincial international communication center that began operations in May 2022 and launched formally on June 21, 2023 in Zhengzhou, operating under the guidance of the propaganda department of the Henan CCP Provincial Committee and run by the Henan Daily Press Group. It positions itself as a “new window” (新窗口) through which the world can understand Henan, a “database” of the province’s foreign-language information, and a “loudspeaker” (揚聲器) for the province’s external propaganda, operating under the flagship brand “Hi-Henan” and what it calls a “1+1+N+X” overseas communication matrix, a fancy official formulation for an English-language website and app plus accounts on Twitter, Facebook, Instagram, and YouTube. Xinhua deputy president Yuan Bingzhong (袁炳忠) and Henan propaganda chief Wang Zhanying (王戰營) attended the launch ceremony, according to NPPA. The center has claimed that in its first year of operation it generated over 600 million views across more than 100 countries and regions, with content built around themes including Shaolin kung fu and the Yellow River shared by then-Chinese ambassador to the US Qin Gang (秦剛) and a former UN deputy secretary-general, a figure relayed without independent verification by both Henan Daily and the Hong Kong-based Economic Reporter (經濟導報). The center also recruited ten “overseas recommendation officers” (海外推薦官) from six continents, including international residents, overseas Chinese community leaders, and social media influencers, to promote its content, and by November 2024 had signed strategic cooperation agreements with 16 overseas Chinese-language media outlets, including one in July 2026 with Milan-based Micromedia Communication Italy.
