Voice of Vietnam and China Media Group Signed a Cooperation Agreement

Voice of Vietnam (越南之聲廣播電台) and China Media Group (中央廣播電視總台) signed a cooperation agreement on April 14, 2025, during Chinese President Xi Jinping’s (習近平) state visit to Vietnam. The agreement, marking the 75th anniversary of Vietnam-China diplomatic relations established on January 18, 1950, aims to “strengthen bilateral media relations through joint reporting on significant developments in Vietnam-China relations,” according to VOV. The cooperation framework includes exchanging and co-producing media content, supporting reporters from both organizations, conducting staff training exchanges, and sharing communication technology. This collaboration aligns with the “Humanitarian Exchange Year 2025” initiatives and follows VOV’s working visit to CMG headquarters in Beijing in March 2025. The timing coincides with Xi’s broader Southeast Asian tour aimed at strengthening regional ties amid escalating US-China trade tensions.

Hong Kong Press and News Executives’ Associations Sign MOU with Khabar Agency in Kazakhstan

On June 2, 2026, the Newspaper Society of Hong Kong (香港報業公會) and the Hong Kong News Executives’ Association (新職行政人員協會) signed a memorandum of understanding with Khabar Agency (哈巴爾通訊社), Kazakhstan’s state-owned broadcaster, in Astana. The signing took place during a visit to Kazakhstan by Hong Kong Chief Executive John Lee Ka-chiu (李家超), who led a high-level delegation that for the first time included representatives of Hong Kong’s press industry. Under the agreement, the parties committed to jointly promoting what they described as “accurate narratives” about their respective regions, and to facilitating professional exchanges, training programs, and journalist study visits — language that mirrors official PRC framing around Western dominance of global public opinion and the need for alternative narrative channels. The agreement was one of seven MOUs signed between Hong Kong media and public and private sector counterparts in Kazakhstan during the visit. Hong Kong’s director of information services, Tse Chun-chung (謝振中), who accompanied the delegation in his first overseas trip in that role, said the visit responded to a policy direction set out in the previous year’s Policy Address to help local media expand networks beyond Hong Kong and “tell Hong Kong’s story well” (說好香港故事) — a phrase that echoes Xi Jinping’s directive to “tell China’s story well” (講好中國故事), a formulation used in the context of both tightening domestic media control and extending Chinese state influence over China’s narrative overseas.

Grupo Lucrea Signs Cooperation with Zhejiang Provincial Government Science Body

On May 26, 2021, Spain’s Grupo Lucrea (啟創集團), a Madrid-based Chinese-run advertising and media company with close connections with state entities in the PRC, signed a cooperation agreement with the Zhejiang Provincial International Science and Technology Exchange Center (浙江省國際科技交流中心), a provincial government body based in Zhejiang Province, China, via an online video ceremony. The agreement was signed by Grupo Lucrea chairman Wang Peng (王鵬) and the director of the Zhejiang center, Gu Jihong (顧繼紅). The two parties agreed to cooperate under a framework described as “China-Spain Overseas Chinese Talent” (中西僑智), focused on facilitating exchanges of scientific and technological achievements between Spain and Zhejiang Province, cooperation between non-governmental science and technology organizations, and the recruitment of high-level talent. The framing of overseas Chinese communities as a “bridge” for technology and talent flows between Spain and China is consistent with approaches documented in overseas talent recruitment initiatives led by the United Front Work Department.

Xinhua President Meets With Reuters Managing Director

In October 2025, Fu Hua (傅華), president of China’s official Xinhua News Agency, met in Beijing with Alphonse Hardel, managing director at Reuters, the London-based international news agency. According to Xinhua’s report, Fu described Reuters as one of the earliest Western news agencies to establish ties with Xinhua, citing a news cooperation agreement first signed between the two in 1957, covering news exchange and photo services. Fu called for continued cooperation “on the basis of mutual respect and shared benefits.” Hardel said that both agencies share concerns about the responsible use of artificial intelligence in news and communications and expressed a desire to continue the partnership.

Jishi Media Signs Memorandum of Understanding with Cátedra China

In April 2025, Jishi Media signed a memorandum of understanding with Cátedra China, a Madrid-based think tank with close ties to the Chinese government. The agreement, signed in Madrid on April 11, commits both parties to producing and distributing media content to “deepen understanding of China in the Spanish-speaking world,” to “develop and promote materials helping Spain understand the realities of 21st-century China,” and to strengthening ties among media professionals, journalists, writers, and filmmakers in both countries — objectives that align closely with Beijing’s stated goals for overseas cultural and media influence. Cátedra China, founded in 2012, describes itself as an analysis and discussion platform whose more than 130 members are experts and scholars with at least a decade of experience working on China-Spain relations.

Jishi Media Signs Cooperation Agreement with the University of Salamanca

On April 23, 2026, during a visit by a University of Salamanca delegation to Jilin Province, China, Jishi Media (吉視傳媒股份有限公司), a state-owned broadcaster in Jilin Province, signed a strategic cooperation agreement with the University of Salamanca. The signing took place between You Zhiqiang (由志強), the chairman of Jishi, and the University of Salamanca’s computer science professor specializing in artificial intelligence, Juan Manuel Corchado. According to the University of Salamanca’s official press release, the two sides signed a memorandum of cooperation outlining a roadmap for joint media projects, particularly in digital innovation, content production, and specialized training. The delegation also toured Jilin University’s AI College, where researchers presented ongoing projects in robotics, algorithm development, and artificial intelligence models. During the visit, Corchado also toured the School of Communication at Northeast Normal University to discuss the academic exchange program. The visit concluded with a meeting with Cao Lubao (曹路宝), minister of the Propaganda Department of the CCP Jilin Provincial Committee, where both sides discussed cooperation in higher education and technological innovation.

Xinhua and TASS Sign Cooperation Strategy Agreement

On September 2, 2025, Russia’s TASS news agency and China’s state Xinhua News Agency signed a cooperation strategy for 2026–2030 in Beijing, on the sidelines of Russian President Vladimir Putin’s visit to China for the 25th summit of the Shanghai Cooperation Organization, a regional intergovernmental organization founded in 2001 that groups China, Russia, and several Central and South Asian states. The agreement was signed by TASS Director General Andrey Kondrashov and Xinhua President Fu Hua (傅華). Under the agreement, the two agencies pledge to exchange multilingual news feeds, collaborate on AI in editorial work, and share photo and video content. Both agencies also agreed to cooperate within the Global Fact-Checking Network (GFCN), a Russia-based body co-founded in 2025 by TASS. 

CMG and Naftemporiki Sign Memorandum of Understanding

On October 30, 2023, Shen Haixiong (慎海雄), president of China Media Group (CMG), signed a memorandum with Dimitris Melissanidis, owner of the financial newspaper Naftemporiki. The Chinese and Greek partners agreed, according to a release from CMP, to cooperate in international news reporting, finance, and joint production of economic news. The signing of the agreement happened on the sidelines of a CMG-hosted China-Greece Belt and Road Dialogue” (中國希臘”一帶一路”對話會) in Athens, marking the Belt and Road’s 10th anniversary. Former Greek president Prokopios Pavlopoulos, Tourism Minister Olga Kefalogianni, and Chinese Ambassador to China Xiao Junzheng (肖軍正) also attended the ceremony.

Xinhua Signs Cooperation Agreement with Observatorio de la Política China

On August 7, 2014, China’s state-run Xinhua News Agency and the Observatorio de la Política China signed a cooperation agreement in Madrid, allowing both entities to exchange information and analysis and organize joint seminars. The ceremony was presided over by Zhu Bangzao (朱邦造), China’s ambassador to Spain. According to the Observatory, the agreement also supports the circulation of its publications on Chinese politics, including Jiexi Zhongguo (解析中國), a journal of analysis on China, the Taiwan Weekly political newsletter, and the Annual Report on Chinese Politics.
