Xinhua Signs News Exchange Agreement with Zambia National Broadcasting Corporation

On August 25, 2023, China’s state-run Xinhua News Agency signed a news exchange and cooperation agreement with the Zambia National Broadcasting Corporation (ZNBC) in Lusaka, Zambia. Fu Hua (傅華), Xinhua’s president, met with Bright Nkaka, acting director-general of the ZNBC, at a dedicated signing ceremony. According to Xinhua, the agreement was intended to broaden the ZNBC’s communications channels and enrich its news content for Zambian audiences. Fu said Xinhua was prepared to share its experience of technology-driven media convergence — an overarching term for digital media transition — and to deepen cooperation through Xinhua-organized multilateral platforms, including the World Media Summit and the BRICS Media Forum, both of which serve as channels for Chinese state framing of global media norms and responsibilities. On the same day, Xinhua donated laptops and hard drives to several Zambian media organizations.

Xinhua News Agency Signs Agreement With Agência de Informação de Moçambique

On April 21, 2026, China’s state news agency, Xinhua, signed a news exchange and cooperation agreement with the Agência de Informação de Moçambique (莫桑比克通訊社), or AIM, Mozambique’s state news agency. The signing took place during Mozambican President Daniel Francisco Chapo’s state visit to Beijing and was listed on the official outcomes of the visit. According to Xinhua, the agreement covered what the agency described as “practical cooperation” in news content exchange and personnel visits between the two outlets.

Xinhua Signs News Service Agreement with Zambezi FM Radio

On August 25, 2023, China’s state-run Xinhua News Agency signed a news service agreement with Zambezi FM Radio in Lusaka, Zambia, during a visit by Xinhua president Fu Hua (傅華). According to Xinhua, both sides described the agreement as intended to enhance mutual understanding between Chinese and Zambian people and promote friendly bilateral relations — framing consistent with Xinhua’s standard characterization of its international media partnerships as instruments of bilateral goodwill. Fu said that the cooperation would help media on both sides “better tell the stories of China-Zambia friendship.” The agreement was one of three cooperation deals Xinhua concluded with Zambian media organizations during the same trip, alongside separate agreements with the Zambia News and Information Services (ZANIS) and the Zambia National Broadcasting Corporation (ZNBC).

O Globo

O Globo is a Brazilian daily newspaper founded on July 29, 1925, in Rio de Janeiro by journalist Irineu Marinho. The newspaper focuses primarily on hard news, covering national politics, economics, and international affairs, and is known for investigative reporting. It is the most prominent print publication within the Grupo Globo media conglomerate. O Globo treats its columnists as true “anchors” to attract readers and maintain influence among business and political figures.

Shenzhen Haozhi Culture and Media Co. Ltd.

Shenzhen Haozhi Culture and Media Co., Ltd. is a China-based media and film production company founded in February 2017, with a registered capital of 10 million RMB. Wholly owned by Zhao Yuehui (趙躍輝), it operates in the broadcasting, television, and film production sector, offering services including cultural event planning, corporate image strategy, and audiovisual content production.

Gabinete de Informação

The Gabinete de Informação (莫桑比克國家新聞辦公室), or GABINFO, is a central state institution subordinate to the Prime Minister of Mozambique, with legal personality and administrative autonomy. According to GABINFO, its functions include advising the government on information matters, facilitating coordination between the government and media, and promoting public dissemination of official government activities domestically and internationally.

Valor Economico

Valor Econômico is a Brazilian financial daily newspaper launched on May 2, 2000, and focuses on financial, economic, and business news while also covering culture, careers, and investment. It was originally co-founded as a joint venture between Grupo Folha and Grupo Globo, each holding a 50 percent stake, before Grupo Globo acquired full ownership in September 2016.

Monitor Mercantil

Monitor Mercantil is a Brazilian business newspaper founded in 1912 in Rio de Janeiro, currently operating as a digital publication covering finance, economics, and markets. Its editor-in-chief and co-owner, Marcos de Oliveira, also serves as an advisor to the Brazil-China Cultural Exchange Chamber of Commerce. De Oliveira has traveled to China on multiple occasions since at least 2017, when he attended the BRICS Media Forum in Beijing, and has given interviews to Xinhua News Agency. The newspaper hosts a dedicated Belt and Road (Cinturão e Rota in Portuguese) section in partnership with Xinhua and joined the Belt and Road News Network (BRNN) in 2022 – a Beijing-based media alliance chaired by People’s Daily, the official newspaper of the Chinese Communist Party’s Central Committee. Monitor Mercantil has also conducted joint reporting trips with People’s Daily across five Brazilian states covering Chinese corporate projects, and de Oliveira published an article directly in People’s Daily in October 2025 praising China’s Five-Year Plan — content subsequently shared by the Chinese Consulate-General in Rio de Janeiro and the Chinese Ministry of Foreign Affairs spokesperson’s official accounts. In July 2025, the newspaper co-organized the 7th BRICS Media and Think Tank Forum in Rio de Janeiro alongside Xinhua.

Oracle Media Productions Limited

Oracle Media Productions Limited is a Zambian privately owned limited company incorporated on September 15, 2016 and registered with the Office of the Registrar of Companies and Business Names at Ibex Hill, Lusaka. The company was established as the publishing entity for The Mast, an independent Lusaka daily newspaper founded as a successor to The Post, a prominent Zambian independent newspaper that was forced into liquidation in 2016 following a government tax dispute. According to Lusaka Times, citing a PACRA search conducted at the time, the shareholders were Mutinta Mazoka-M’membe, wife of veteran journalist and Post founder Fred M’membe, and Frank Sibbuku. Mutinta Mazoka-M’membe served as Managing Director as of 2016. The company appears in Zambian court proceedings as “Oracle Media Production Limited trading as The Mast Newspaper” — with the name rendered inconsistently across official sources. Shortly after The Mast began publishing in late 2016, the Zambia Revenue Authority declared it an illegal publication on the grounds that Oracle Media was not registered for tax purposes, and the provisional liquidator of The Post accused Mazoka-M’membe and Sibbuku of fraudulently converting Post property to Oracle Media’s use, demanding 5 million Zambian kwacha in compensation and threatening to petition for the winding-up of Oracle Media Productions Limited.
