StarTimes Communication Network Technology Co. Ltd. (四達時代通訊網絡技術有限公司), formerly registered as Beijing StarTimes Communication Network Technology Co., Ltd. (北京四達時代通訊網絡技術有限公司), is a Beijing-based Chinese technology and engineering company incorporated on January 18, 2000, in Haidian District, Beijing, with a registered and fully paid capital of 132 million RMB. It is the primary contracting entity for StarTimes Group’s (四達時代集團) government engineering, procurement, and construction contracts in Africa, and is the entity named in AidData’s record — sourced to Zambia’s Auditor General — as having signed the 273 million US dollar commercial EPC contract with Zambia’s Ministry of Information and Broadcasting Services on September 18, 2015. It holds the 60 percent controlling stake in TopStar Communications Company Limited and wholly owns Beijing StarTimes Media Co., Ltd. (北京四達時代傳媒有限公司). The company is owned 80 percent by Qinhuangdao Development Zone Sida Electronics Co., Ltd. (秦皇島開發區四達電子有限公司) and 20 percent by Tibet Pan-African Investment Co., Ltd. (西藏泛非投資有限公司) — both ultimately controlled by Chinese businessman Pang Xinxing (龐新星), whom the registry identifies as the beneficial owner of approximately 82.46 percent of the company across both shareholding paths. The Tibet entity was inserted as a 20 percent shareholder on July 10, 2015, replacing a prior Beijing-registered shareholder, just two months before the Zambia EPC contract was signed in September 2015. While AidData renders the company’s English name as “Star Times Communication Network Technology Co. Ltd.” without providing a corresponding Chinese name, the most likely entity in PRC company registry records is 四達時代通訊網絡技術有限公司.

Tibet Pan-African Investment Co., Ltd.

Tibet Pan-African Investment Co., Ltd. (西藏泛非投資有限公司) is a Chinese investment holding company incorporated on January 28, 2015, in the Lhasa Economic and Technological Development Zone, Tibet Autonomous Region, with a registered and fully paid capital of 30 million RMB. Its sole shareholder, legal representative, and beneficial owner is Chinese businessman Pang Xinxing (龐新星), founder and chairman of StarTimes Group (四達時代集團). Its corporate email domain — liyc@startimes.com.cn — directly links it to StarTimes’ Beijing headquarters. In the StarTimes corporate structure it holds 20 percent of StarTimes Communication Network Technology Co., Ltd. (四達時代通訊網絡技術有限公司), which signed a 273 million US dollar EPC contract with Zambia’s Ministry of Information and Broadcasting Services in September 2015, having been inserted as a shareholder on July 10, 2015 — two months before the contract was signed — replacing a prior Beijing-registered entity. Though the exact relation of the Tibet entity to the Gambian deal is unclear, Tibet registration is a common PRC tax optimization structure.

CICG Asia-Pacific

The China International Communication Group Asia-Pacific (中國外文局亞太傳播中心) serves as the Chinese central government’s primary multilingual media platform targeting the Asia-Pacific region. Operating under the China International Communications Group, which was established in October 1949, the organization publishes prestigious journals in Chinese, Japanese, Korean, English and Esperanto, including People’s China (人民中國), launched in January 1950, and Beijing Review (北京周報), founded in March 1958. The center operates multiple websites and social media accounts across languages while producing multimedia content promoting China’s image abroad. It sponsors cultural exchange initiatives like the Panda Cup essay contest for foreign youth, launched in 2014, which has expanded across Japan, South Korea, Thailand and other countries. With publications spanning traditional Chinese characters and multiple Asian languages, CICG Asia-Pacific represents a sophisticated arm of China’s international propaganda apparatus, functioning as an integrated communications platform owned and operated by the Central Propaganda Department of the Chinese Communist Party.

Zhejiang Daily Press Group

The Zhejiang Daily Press Group (浙江日報報業集團) was established on June 25, 2000. The group operates 26 publications and media outlets, including Zhejiang Daily (浙江日報), the official newspaper of the Zhejiang Provincial Committee of the Chinese Communist Party, the commercial [Qianjiang Evening News](https://zjrb.zjol.com.cn/html/2026-01/20/node18.htm)_ (錢江晚報), and Red Flag Publishing House (紅旗出版社). It is charged with direct operation under propaganda office guidance of the Zhejiang International Communication Center (浙江省國際傳播中心), established in Hangzhou on May 31, 2024.

Beijing Xijing Advertising Co., Ltd.

Beijing Xijing Advertising Co., Ltd. (北京西京廣告有限公司) is a Chinese advertising and commercial services company founded in December 1994 and based in Beijing’s Chaoyang District. The firm provides advertising design, production, and distribution, digital advertising services, property management, and equipment rental services. Wenzhou native entrepreneur Ye Maoxi (葉茂西) serves as chairman of Xijing Group, which in 2009 acquired UK satellite television station Propeller TV with plans to use the platform to promote Chinese culture and products in Europe. According to corporate filings, the company’s major shareholder is China Aviation International Exchange Center Co., Ltd., which holds 51 percent of the shares, while Xijing Culture Media (Beijing) Co., Ltd. owns approximately 27 percent. Corporate records show the company has undergone multiple changes in legal representation since 2023, with Qi Guofang (齊國芳) currently serving as executive director.

China Global Television Network (CGTN)

China Global Television Network or CGTN ( 中國環球電視網) is an international media organization launched on December 31, 2016, by the state-run China Central Television (CCTV), and with subsequent institutional restructuring in 2018 brought under the China Media Group (中央廣播電視總台), which operates under the CCP’s Central Propaganda Department. Headquartered in Beijing with production centers in Nairobi, Washington D.C., and London, CGTN serves as a key component of China’s efforts to expand its global media influence, part of what officials have described as building a “world-class” media presence to compete with Western outlets. The network operates multiple language channels, including English, Arabic, French, Spanish, and Russian, distributing content through television, online platforms, and social media to audiences in more than 160 countries and regions. CGTN also includes the video news agency Global Video News Agency (環球國際視訊通訊社). 

Guangxi Normal University Press Group

The Guangxi Normal University Press Group (廣西師範大學出版社集團有限公司) was established in November 1989 in Guilin, Guangxi, and operates as a state-owned publisher wholly owned by Guangxi Normal University, with Huang Xuanzhuang (黃軒莊) serving as both Party Committee Secretary and Board Chairman, a dual appointment that embodies Communist Party control over the publisher’s operations and editorial decisions. The company operates across multiple publishing sectors, including books, periodicals, electronic publications, and educational materials, with a registered capital of 100 million yuan. The group has received awards from the Central Propaganda Department. In its English description, the group states that it  “adheres to the correct political direction” and “effectively puts social benefits in the first place,” language indicating alignment with Party ideological requirements.

Guangxi Radio and Television

Guangxi Radio and Television (廣西廣播電視台), also known as GXRTV, is a provincial-level state media organization in China’s Guangxi Zhuang Autonomous Region, operating under the direct leadership of the Propaganda Department of the Chinese Communist Party. The broadcaster’s television operations began in October 1970, though its radio broadcasting started in May 1950, establishing it as one of China’s earlier regional media entities. GXRTV operates 14 channels and frequencies, and claimed 2,000 employees across 34 internal departments as of February 2024. The station’s mission with regard to international communication is to “tell China’s story and Guangxi’s story well” (講好廣西故事, 中國故事), aligning with the directive introduced by Chinese President Xi Jinping in August 2013, which requires Party-state media to strengthen international outreach and enhance China’s global narrative influence. GXRTV has been actively involved in China-ASEAN media cooperation initiatives since 2014, establishing translation centers, signing co-production agreements, and broadcasting Chinese TV shows across ASEAN countries. 

Phoenix International Media Center

The Phoenix International Media Center serves as the operational hub for Phoenix Satellite Television Group (凤凰卫视集团), housing its Beijing broadcasting operations with four specialized production studios ranging from 100 to 1,200 square meters. The facility supports multimedia content creation across Phoenix TV’s multiple channels, including news, documentaries, and cultural programming for both Mandarin and Cantonese audiences. Beyond television production, the center functions as an interactive media space where visitors can experience exhibitions on broadcasting technology and participate in public media events. The building includes dedicated areas for digital media operations, post-production facilities, and live broadcasting capabilities, enabling Phoenix to deliver content across traditional television and emerging digital platforms.
