Third China-Australia Media Forum Held in Sydney

The Third China-Australia Media Forum (第三屆中澳媒體論壇) was held in Sydney on August 25, 2014, jointly organized by China’s State Council Information Office (中國國務院新聞辦公室) and Australian News Channel Pty Ltd (澳大利亞新聞頻道股份有限公司). Over 50 government and media representatives from both countries discussed topics including economic cooperation, reporting, and media exchange mechanisms under the theme “Media’s Role in Building Stable China-Australia Relations.” Cai Mingzhao (蔡名照), then-director of China’s State Council Information Office, delivered a keynote speech emphasizing the media’s role in fostering bilateral understanding and proposing three recommendations for strengthening cooperation. Paul Fletcher, representing Australia’s Communications Minister Malcolm Turnbull, noted the forum provided “a valuable platform” for media exchange. Chinese state media reported that “both sides agreed media exchanges are increasingly close and should continue playing a constructive role in deepening bilateral relations.” The forum, established in April 2006, alternates annually between the two countries.

Delegation from People’s Daily Visits Algeria’s El Moudjahid

A delegation from People’s Daily (人民日報), the Chinese state newspaper, visited the Algerian daily El Moudjahid in June 2024, where staff from both papers discussed historical China-Algeria ties, noting China’s early recognition of Algeria’s provisional government in December 1958. El Moudjahid CEO Brahim Takheroubte discussed potential collaboration with the Chinese delegation, which included eight senior journalists. Founded in 1948, the People’s Daily is the official flagship newspaper of the Chinese Communist Party (CCP), operating directly under the CCP Central Committee. The paper maintains an Algiers bureau that opened approximately nine months before the June 2024 visit. People’s Daily‘s editorials are widely viewed as reflecting official Chinese government positions.

Cambodian Outlets Partner with Guangxi International Communication Center

In December 2024, eight mainstream Cambodian media outlets signed cooperation agreements with the Guangxi International Communication Center (廣西國際傳播中心), ostensibly aiming to promote resource sharing, experience exchange, and technological innovation in journalism between the two countries. The participating Cambodian entities included the General Department of Information and Broadcasting under the Ministry of Information, along with media outlets such as Fresh News (新鮮新聞網), Apsara Media Services (仙女電視台), Thmey Thmey (新新新聞網), Jianhua Daily (柬華日報), Huashang Daily (華商日報), People’s News Network (人民新聞網), Angkor News Daily (吳哥新聞日報), and Angkor News Network (吳哥新聞網), as well as the Cambodia-China Journalists Association (柬中記者協會) and Cambodia-China New Media Association (柬中新媒體人協會). Phos Sovann, Cambodia’s director, stated that “news cooperation is an important bridge for friendly relations between countries” and would “inject new momentum” into resource sharing and technological innovation. Yang Tian (陽天), Deputy Editor-in-Chief of Guangxi Daily, emphasized strengthening joint planning to create more popular media products and expanding cooperation in talent training. About 120 representatives attended, including Chen Yijun (陳奕君), Standing Committee Member and Publicity Department Director of the Guangxi Zhuang Autonomous Region Party Committee. The Guangxi International Communication Center is part of China’s expanding network of provincial-level state media institutions established to coordinate external propaganda efforts, particularly targeting ASEAN countries.

China and Portugal Sign Media Cooperation Initiative Under the Belt and Road

On February 25, 2019, Wang Dongmei (王冬梅), Secretary of the Secretariat of the All-China Journalists Association (中華全國新聞工作者協會), and João Palmeiro, President of the Portuguese Press Association, signed a Belt and Road news exchange cooperation agreement in Lisbon. The All-China Journalists Association is a Communist Party-controlled organization with over one million journalist members that serves as an “important layer of exercising CCP control over news organizations.” According to the agreement, both sides would organize mutual visits by news delegations, conduct joint interviews on Belt and Road themes, participate in journalist forums, and encourage training activities. Wang claimed the Belt and Road Initiative “provides a new platform for exchanges and cooperation between countries” and would help “enhance communication and information sharing among news media and journalists.” Both parties reportedly viewed the 40th anniversary of China-Portugal diplomatic relations as an opportunity to open a “new chapter” in media cooperation.

China and Maldives State Media Sign Cooperation Agreement

China Media Group (中央廣播電視總臺) and Maldives Public Service Media signed a cooperation memorandum in Beijing on January 10, 2024, during Maldivian President Mohamed Muizzu’s state visit to China. The signing by Shen Haixiong (慎海雄), president of China Media Group and deputy minister of the Publicity Department of the Chinese Communist Party Central Committee, and Ibrahim Khaleel, Maldivian Minister at the President’s Office for Strategic Communications, was witnessed by Chinese President Xi Jinping and President Muizzu. The agreement aims to establish “regular cooperation mechanisms” for content exchange, industry collaboration, personnel exchanges, and technological innovation. State media claimed this would “contribute to media strength to promoting comprehensive strategic partnership relations” between the countries. Maldives Public Service Media, established in 2015, is the country’s official media organization with four TV channels, three radio frequencies, and multiple digital platforms. This agreement followed the upgrading of China-Maldives relations to a “comprehensive strategic cooperative partnership” during the same visit, with 20 cooperation documents signed across various sectors.

China Economic Information Service Inks Deal With Several European Media

China Economic Information Service (CEIS) (中國經濟信息社), an affiliate of Xinhua News Agency, inaugurated the Belt and Road Economic and Financial Information Partnership on December 1, 2017, in Frankfurt, Germany. CEIS signed memoranda of understanding with 17 European think-tanks and media outlets, including Germany’s DPA-AFX, Italy’s Class Editori, Britain’s Metro, Polish News Agency, Athens News Agency, and Serbia’s Tanjug News Agency. Wang Shunqing (王順清), Consul General of China in Frankfurt, stated the partnership would “benefit resources integration” and “improve the level of international economic information cooperation.” CEIS Vice President Kuang Lecheng (匡樂成) said the partnership aimed to build a “silk road of financial information” through the Xinhua Silk Road platform. European partners reportedly expressed support, with DPA-AFX’s Rainer Finke noting plans to “further enhance cooperation” and Class Editori’s Paolo Panerai claiming the partnership was “at the right time.”

Indonesian Paper Strikes Deal to Promote Stories for Guangdong’s Jiangmen

A nine-person delegation from Indonesia’s Thousand Islands Daily (千島日報) visited Jiangmen City on April 26, 2024, where they signed a strategic cooperation agreement with the Jiangmen Overseas Chinese Media Center (江門市僑媒中心). The deal establishes a regular column called “Jiangmen Stories” in the Indonesian newspaper, targeting the ethnic Chinese community in Indonesia with content about this prominent emigration region in China. Wu Mengxuan (吳夢暄), the newspaper’s director, attended alongside officials from the Jiangmen Returned Overseas Chinese Federation (江門市歸國華僑聯合會), which controls the Overseas Chinese Media Center — including its Party group member and deputy chairman Yu Zequan (余澤權). The ceremony emphasized the strategic importance of reaching Indonesian Chinese readers with narratives about China. The Thousand Islands Daily was founded in 2000 by Zhang Mingkai (張明開), an overseas Chinese leader from Jiangmen who reportedly died in 2011 while “seeking aid” in China. The Overseas Chinese Federation is a mass organization under Chinese Communist Party leadership that operates as part of the party’s united front system.

Chinese Ambassador to Laos Visits PRC Media in Laos

On January 16, 2019, Chinese Ambassador Jiang Zaidong (姜再冬) visited Chinese cultural and media institutions in Laos, extending New Year greetings and calling for strengthened bilateral cooperation. During visits to the Chinese Cultural Center, China Radio International’s Laos branch (under the CCP-run China Media Group), and Xinhua News Agency’s Vientiane bureau, he met with Chinese and Lao staff. Ding Qing (丁青), the Cultural Center director, reported that the center “had become a base for Laotian people to experience Chinese culture” through “Happy Spring Festival” events. Wu Yixin (吳怡杏), CRI Laos director, noted that the station broadcasts 19 hours daily in Lao and was previously praised by then-President Bounnhang Vorachith as “the voice connecting the hearts of Laos and China.” Zhang Jianhua (章建華) of Xinhua discussed their WeChat coverage and English-language reporting on bilateral cooperation. Ambassador Jiang urged the institutions to “proactively tell the stories of the Chinese Communist Party’s governance.”

Silk Road Journey 2024 Celebration Ceremony Held in Paris

A celebration ceremony for the “2024 Silk Road Journey: Road to Prosperity” (2024絲綢之路萬里行·繁榮之路) cross-national media event was held in Paris on August 7, 2024. The 40-member media delegation from Shaanxi Broadcasting Bureau reportedly traveled over 17,000 kilometers across 13 countries in 47 days, using Hongqi (紅旗) vehicles along the ancient Silk Road route. Hongqi (紅旗), established in 1958 by FAW Group, is China’s oldest luxury automotive brand and has historically served as the ceremonial vehicle for Chinese state functions. The delegation generated “6.6 billion views through their coverage, conducted 600 hours of live broadcasting,” and visited multiple European media outlets. At the ceremony, French cultural heritage expert Pascal Roussel, who holds France’s Order of Academic Palms Knight and Commander medals, and Shaanxi Broadcasting Bureau Deputy Director Han Pengge (韓棚格) delivered speeches. The event coincided with the 60th anniversary of China-France diplomatic relations and the Olympic Games. Commercial partners reportedly signed purchasing contracts worth 9.07 million yuan during the journey.
