Ministry of Foreign Affairs of the PRC

The Ministry of Foreign Affairs is China’s executive department of the State Council responsible for foreign relations. Under Xi Jinping since late 2012, the ministry has become far more vocal and active in pushing China’s agenda abroad, and is a frequent actor in overseas media diplomacy as well as disinformation campaigns. Established in September 1954, it evolved from its 1949 predecessor under Zhou Enlai’s leadership. The ministry manages China’s foreign policy, diplomatic missions, UN representation, and treaty negotiations, while operating under the Central Foreign Affairs Commission. Originally starting with 170 staff in 1949, the ministry has grown to maintain what it claims is the world’s “largest diplomatic network” with 274 posts as of 2024. The ministry underwent significant changes during the Cultural Revolution, followed by reforms under Deng Xiaoping emphasizing professionalism over ideology.

Canal 2 International

Canal 2 International is Cameroon’s first private television channel, initially launched in 2001 and rebranded under its current name in 2004. Based in Douala’s Akwa district, the network is owned by Emmanuel Chatue’s TV+ Group. Initially broadcasting primarily music content until its temporary closure in 2003, Canal 2 evolved into a general-interest station focused on continuous news coverage, entertainment, and sports, broadcasting in both French and English. The channel gained prominence through its production of situation comedies and image-based news broadcasts, and has expanded its programming to include numerous drama series such as “Tourbillon de Passions,” “El Diablo,” and “Avenida Brasil.” In 2020, Canal 2 made history by hosting the first live televised press conference for a Cameroonian artist, when Josco L’inquiéteur’s single “Les Histoires de Sangmelima” was unveiled. The channel is owned by telecommunications engineer Emmanuel Chatue, who started as a cable distributor in Douala before launching his television venture.

Zhiyuan Innovation Technology

Zhiyuan Innovation (Shanghai) Technology Co., Ltd. (智元創新上海 科技有限公司), is a robotics manufacturing company based in China. Founded in February 2023, the company is located in the Pudong New Area of Shanghai. The company focuses on creating humanoid robots, service robots, commercial cleaning robots, and robotic dexterous hands, primarily serving the electronic equipment manufacturing industries. The company also develops AI-powered hardware and software for computers, communications, and electronic devices. Since March 2023, Zhiyuan Innovation’s investors include tech giant Tencent, Chinese automaker BYD, and venture capital firms Sequoia Capital China and Matrix Partners China.

Africa Media Holdings

Africa Media Holdings is a Lesotho-based publishing company founded in 2008 by Zimbabwean journalist Basildon Peta, who serves as CEO. The company publishes the Lesotho Times, a weekly launched 2008, and Sunday Express, launched in 2009 — both operating under the masthead “News without fear or favor” and distributed in Lesotho and to Basotho audiences in South Africa. Peta, born circa 1972, is a veteran investigative journalist who fled Zimbabwe in 2002 after detention and persecution by the Robert Mugabe regime for reporting on corruption; he was the second journalist to receive the Media Institute of Southern Africa’s Press Freedom Award. African Media Holdings has faced sustained government pressure in Lesotho, including the 2016 shooting of editor Lloyd Mutungamiri and criminal defamation charges against Peta, which resulted in a landmark 2018 Constitutional Court ruling declaring criminal defamation unconstitutional. The company also operated the Free State Times and has faced financial difficulties, including a 2015 legal judgment requiring Peta to personally pay 125,000 US dollars under guarantee for debts owed to the Media Development Investment Fund, a New York-based NGO that provides financial assistance to independent media organizations. Peta participated in the February 2026 Belt and Road Media Cooperation Forum journalist delegation touring Chinese industrial sites.

United Front Work Department of the CCP

The United Front Work Department is a high-level Chinese Communist Party organization that reports directly to the Party’s Central Committee. Described by both Mao Zedong and Xi Jinping as China’s “magic weapon,” it coordinates influence operations domestically and internationally through nine specialized bureaus targeting different groups. The department aims to co-opt and neutralize potential opposition to CCP policies, shape narratives about China abroad, and influence overseas Chinese communities. Under Xi Jinping’s leadership since 2012, the UFWD has gained renewed prominence in Beijing’s foreign policy apparatus, though China denies allegations it engages in espionage through the department. The nine bureaus oversee work ranging from relations with non-communist parties to ethnic minority affairs and overseas Chinese community engagement.

Dankook University

Dankook University (단국대학교), or DKU, is a private research university in South Korea founded in November 1947, with campuses in Yongin (about 40 kilometers south of Seoul) and Cheonan (about 90 kilometers south of Seoul). The university hosts more than 30,000 students and employs approximately 2,700 faculty members across 20 undergraduate colleges and 10 professional graduate schools. The university is recognized by the Chinese Service Center for Scholarly Exchange, an institution under China’s Ministry of Education, which ensures degree recognition for Chinese graduates. While no official framework for cooperation with China was found, Dankook University maintains engagement with Chinese institutions through participation in bilateral forums. In October 2025, Professor Kim Jin-ho from the College of Social Sciences participated in the 2025 China-South Korea Media Cooperation Forum held in Seoul under the theme “China-South Korea Cooperation for an Intelligent Future.”

Chinese Embassy in South Korea

The Chinese Embassy in South Korea is the diplomatic mission of the People’s Republic of China in Seoul. Established in August 1992, it represented a notable development in post-Cold War diplomacy as South Korea normalized relations with China while maintaining its alliance with the United States. The embassy has frequently engaged in typical sharp-tongued diplomatic practices on key territorial and security interests, including issuing statements against South Korean officials’ visits to Taiwan and pressuring South Korean universities and cultural institutions on matters related to Tibet,

Jian Hua Daily

The Jian Hua Daily (柬華日報) is the official newspaper of the Federation of Khmer Chinese in Cambodia (柬華理事總會), founded in August 2000 by Huang Huanming (黄明炤). Based in the Federation’s headquarters building in Phnom Penh, the publication publishes content primarily in Chinese while also offering Khmer-language coverage. Over the years, the Jianhua Daily developed digital platforms, including a website launched in 2007, a mobile app, and a social media presence on WeChat and Facebook. The paper presents itself as the “voice of the Chinese community” with a stated mission of “serving the Chinese community, spreading Chinese culture, and promoting Cambodian-Chinese friendship” (服务华社、传播中华文化、促进柬中友好)—language that closely mirrors Chinese state media’s standard formulations for overseas Chinese publications.

Russian Cultural Center

The Russian Cultural Center in Beijing (北京俄羅斯文化中心) is an overseas representative office of Rossotrudnichestvo, Russia’s Federal Agency for the Commonwealth of Independent States Affairs, Compatriots Living Abroad, and International Humanitarian Cooperation, operating under the jurisdiction of the Russian Ministry of Foreign Affairs. Founded in 2010 following a Russian-Chinese intergovernmental agreement on the mutual opening of cultural centers, the center officially opened on September 28, 2010, with then-President Dmitry Medvedev as its first visitor. In September 2025, the center celebrated its 15th anniversary at a new location. Its stated mission is to promote Russian language, culture, and education in China. Rossotrudnichestvo was placed under EU sanctions in July 2022 for running what the bloc described as a network of “agents of influence” spreading Kremlin narratives; in January 2023, Berlin prosecutors launched a preliminary investigation into its German representative office, Russky Dom, over potential violations of sanctions law. Tatiana Urzhumtseva serves as director.
