Iraqi-Chinese Business Council

The Iraqi-Chinese Business Council (伊拉克中國商務理事會) was established on November 25, 2023, in Baghdad during a ceremony attended by Iraqi Minister of Trade Atheer al-Ghurairi and Chinese Embassy counselor Xu Haifeng (許海峰). The council serves as a platform for facilitating trade and investment between Iraqi and Chinese companies, with 150 Iraqi and 55 Chinese companies reportedly participating in its launch. According to the Iraq Business News, council president Haider al-Rubaie described it as a platform for “enhancing trade and investment between Iraqi and Chinese companies, fostering economic cooperation between the two nations.” 

Ministry of Culture and Tourism of the People’s Republic of China

The Ministry of Culture and Tourism of the People’s Republic of China (中華人民共和國文化和旅遊部) is a department of the State Council responsible for administering cultural policy, heritage preservation, and tourism development. The ministry was established on March 19, 2018, through a merger of the former Ministry of Culture and the China National Tourism Administration as part of broader institutional reforms. The ministry oversees affiliated institutions, including the State Administration of Cultural Heritage, the China Tourism Academy, and major national museums. Its responsibilities encompass formulating cultural and tourism policies, managing heritage sites, regulating tourism markets, conducting content censorship of performing arts, and coordinating international cultural exchanges.

Madrid China Cultural Center

The Madrid China Cultural Center (or Centro Cultural de China en Madrid) officially opened on December 9, 2013, following a bilateral agreement signed during Chinese President Hu Jintao’s November 2005 state visit to Spain. The center operates under the Ministry of Culture and Tourism of China and promotes Chinese language and culture through courses, exhibitions, film screenings, concerts, and other cultural activities.

Radio Television Hong Kong

Established in 1928, Radio Television Hong Kong (香港電台) is the territory’s public broadcasting service. Operating as a government department under the Commerce and Economic Development Bureau, RTHK is to provide, according to its charter, programming that serves to “inform, educate and entertain.” However, the broadcaster has undergone a significant structural shift since 2021. Following government reviews citing management failures, career civil servants replaced professional journalists in leadership. Today, RTHK prioritizes “patriotism” and strategic partnerships with mainland entities, shifting its focus from an independent “open platform for free exchange” toward effectively “telling China’s story” to support official HKSAR government policy objectives.

Propaganda Office of the Zhejiang Provincial Committee of the CCP

The Propaganda Office of the Zhejiang Provincial Committee of the Chinese Communist Party serves as the primary ideological oversight body for the province, controlling all state media operations, including its flagship publication, Zhejiang Daily (浙江日報). Based in Hangzhou, the provincial capital, the department executes propaganda directives from both the central party headquarters and provincial leadership to ensure “correct” political messaging across all local media platforms. The department regulates information dissemination, shapes public discourse, orchestrates propaganda initiatives, and supervises cultural activities throughout Zhejiang Province — guaranteeing that all communication channels uniformly promote CCP doctrine and reinforce official policy positions.

La Liga

La Liga is Spain’s top-tier professional football league, comprising 20 teams and founded in 1929 with headquarters in Madrid. It is one of Europe’s five major leagues, and it features clubs like FC Barcelona and Real Madrid, which have won the most championships. According to the organization, La Liga has 13 offices in 41 countries. 

Ningbo International Communication Center

The Ningbo International Communication Center (寧波國際傳播中心) was established on May 8, 2024, as a joint initiative by the Ningbo Daily Press Group (寧波日報報業集團) and the Ningbo Radio and Television Group (寧波廣播電視集團). ICCs coordinate external propaganda and shape international narratives about Chinese cities and regions, part of efforts that have accelerated since 2022 to “innovate” foreign-directed propaganda under a province-focused strategy.  Ningbo’s ICC aims to position the city as a model of “Chinese-style modernization” and leverage its historical role in Sino-foreign exchanges.  The center’s creation followed Xi Jinping’s 2023 inspection tour of Zhejiang Province, during which he tasked the province with “actively exploring the construction of modern Chinese civilization” (在建設中華民族現代文明上積極探索). The center launched a “Hundred-Thousand-Ten Thousand” plan in 2024 that includes organizing 100 photography exhibitions at overseas factories of Ningbo enterprises, selecting 100 industry ambassadors, and deploying thousands of journalists to provide international communication services for local companies.

Hong Kong Commerce and Economic Development Bureau

Established in 2007, the Commerce and Economic Development Bureau (CEDB) is a policy bureau of the Hong Kong Government. It manages sectors including external trade, inward investment, intellectual property, and tourism. Led by the Secretary for Commerce and Economic Development, the CEDB oversees departments such as Invest Hong Kong and the Trade and Industry Department. The bureau holds administrative authority over the telecommunications sector and the public broadcaster, Radio Television Hong Kong. Recently, the bureau implemented regulatory changes, including mandatory SIM card registration, while focusing on managing Hong Kong’s commercial relations and the development of creative industries across the territory.

China National Petroleum Corporation (CNPC)

China National Petroleum Corporation or CNPC (中國石油天然氣集團有限公司) is China’s largest state-owned oil and gas company. CNPC began Middle East operations around 2008-2009, entering Iraq’s petroleum market with the Ahdeb project, a major oil field development, marking the first foreign oil company in post-war Iraq. CNPC’s Middle East operations coordinate investments in Iraq, the United Arab Emirates, and Oman.
